【摘要】：电力行业是关系国计民生的基础能源产业，，电力行业的良好发展，能够促进国民经济的发展和社会进步，并与社会经济和社会发展密切相关。然而，电力行业又是一个技术密集和资本密集型行业，电力建设项目通常投资金额巨大，对社会影响也较大。鉴于输变电建设项目投资大、周期长、涉及面广等多种不确定因素及特征，对输变电建设项目进行技术经济分析及评价，不仅能够明确投资项目的技术可行性和经济合理性，最大限度地提高项目投资的综合经济效益，而且有利于加强项目决策的科学性，正确引导项目的投资方向，控制项目的投资规模，促进电力行业的良好发展。本文以辽阳后堡66kV输变电建设项目为研究对象，进行了技术经济分析及评价。文章首先介绍了研究背景及意义，深入分析了国内外在技术经济评价领域的研究现状。然后阐述了技术经济分析及评价的基本理论知识。并应用这些理论知识，分析了辽阳后堡66kV输变电项目建设的必要性，从工艺技术方案、设备选择方案、工程技术方案等几个方面对该项目进行了技术分析；从投资估算、盈利能力、清偿能力方面进行了经济性分析。最后，运用综合评价方法，对该项目进行了技术经济综合评价。
[Abstract]:The electric power industry is the basic energy industry related to the national economy and the people's livelihood. The good development of the electric power industry can promote the development of the national economy and social progress, and is closely related to the social economic and social development. However, power industry is also a technology-intensive and capital-intensive industry. In view of the uncertain factors and characteristics of transmission and transformation construction projects, such as large investment, long period and wide coverage, the technical and economic analysis and evaluation of transmission and transformation construction projects can not only make clear the technical feasibility and economic reasonableness of the investment projects. It can improve the comprehensive economic benefit of the project investment to the maximum extent, and is helpful to strengthen the scientific nature of the project decision, guide the investment direction of the project correctly, control the investment scale of the project, and promote the good development of the electric power industry. In this paper, the 66kV power transmission and transformation project in Houbao, Liaoyang, is taken as the research object, and the technical and economic analysis and evaluation are carried out. Firstly, the research background and significance are introduced, and the research status in the field of technical and economic evaluation at home and abroad is deeply analyzed. Then it expounds the basic theoretical knowledge of technical and economic analysis and evaluation. The necessity of construction of 66kV transmission and transformation project in Houbao, Liaoyang is analyzed, and the technical analysis of the project is carried out from the aspects of process technical scheme, equipment selection scheme, engineering technical scheme, and investment estimation, and so on. Profitability, the ability to pay off the economic analysis. Finally, the comprehensive evaluation method is used to evaluate the technology and economy of the project.
