【摘要】：随着人类科技水平的不断发展，，工业化进程的不断加快，全球经济也获得了前所未有的高速发展。但与经济高速发展不相匹配的是日益恶化的自然环境，传统的经济增长模式及工业形式，以牺牲资源和环境为代价，以高开采、高投入、高排放为特征，忽视了社会、经济、环境的可持续发展，其结果也必然导致资源的枯竭与生态的破坏。针对这一状况，党的十八大报告明确提出了推进生态文明建设，坚持节约优先、保护优先、自然恢复的方针，这三方面的有机结合共同构成了我国生态文明建设的重点和方向。造纸产业作为我国重要的基础原材料产业，其发展与人民生活、经济发展息息相关，随着近几年大型造纸企业的纷纷出现，造纸生产量及纸品消费量都有了大幅提升，造纸业的绿色化进程也初见成效。但是，原材料短缺、能源消耗大、废弃物污染高等问题始终制约我国造纸产业实现规模化、经济化、生态化发展，因此，发展循环经济，走可持续发展道路,将有效实现我国造纸产业的高速发展。作为现代化工业的新型组织，生态工业园以循环经济理念为指导，以工业生态理念为依据，通过园区内不同企业间剩余物质的循环，实现资源的综合利用，达到对园区外少排放甚至“零排放”目标。因此，造纸生态工业园的构建将有助推进造纸产业的规模发展，实现造纸产业高效率、高质量、低消耗、低排放发展的新目标，发挥造纸产业作为基础原材料产业的重要地位，实现企业间的合作。因此，本文将生态工业园这一新型工业形式引入造纸产业的发展中，通过对生态工业园概念的阐述及对我国发展造纸生态工业园现状的初步了解，结合国内外先进经验，对我国构建造纸生态工业园的模式及存在的问题进行了分析，希望能对我国造纸生态工业园的构建及发展起到指导和参考作用。本文在介绍了研究背景、选题意义及国内外有关理论及实践研究的前提下，引入造纸生态工业园构建的理论基础：循环经济理念及工业生态学原理；并通过现阶段造纸企业及造纸工业园发展循环经济的状况，说明我国建设造纸生态工业园的必要性及驱动因素；本文从三个角度出发，确定了造纸生态工业园发展的六种模式，并结合现有生态工业园案例，对各种模式的优劣进行分析，基于各模式的优劣分析，本文还选择某造纸核心企业，进行联合企业型造纸生态工业园生态产业链的模拟设计，并选择合适的评价指标，对其生态效率进行合理评价；最后基于各章节的阐述及分析，针对目前我国造纸生态工业园在构建及发展中存在的问题，从政策、法律、市场等六个角度提出了针对性推进策略。
[Abstract]:With the development of science and technology and the acceleration of industrialization, the global economy has achieved unprecedented rapid development. However, what does not match the rapid economic development is the deteriorating natural environment. Traditional economic growth patterns and industrial forms are characterized by high exploitation, high input and high emissions at the expense of resources and environment. The sustainable development of environment will inevitably lead to the depletion of resources and ecological destruction. In view of this situation, the report of the 18th National Congress of the Communist Party of China clearly put forward the policy of promoting the construction of ecological civilization, insisting on the policy of giving priority to saving, giving priority to protection and restoring nature. The organic combination of these three aspects constitutes the emphasis and direction of the construction of ecological civilization in China. As an important basic raw material industry in China, the development of papermaking industry is closely related to people's life and economic development. With the emergence of large papermaking enterprises in recent years, the production and consumption of paper products have been greatly increased. The green process of the paper industry is also beginning to bear fruit. However, problems such as shortage of raw materials, high energy consumption and high waste pollution have always restricted the development of China's papermaking industry on a large scale, economy and ecology. Will effectively realize the rapid development of China's paper industry. As a new organization of modern industry, Eco-Industrial Park is guided by the idea of circular economy and based on the idea of industrial ecology, and realizes the comprehensive utilization of resources through the circulation of surplus material among different enterprises in the park. Achieve the goal of less or even zero emissions outside the park. Therefore, the construction of paper making ecological industrial park will help to promote the scale development of paper industry, realize the new goal of high efficiency, high quality, low consumption and low emission of paper industry, and give play to the important position of paper industry as the basic raw material industry. To realize the cooperation between enterprises. Therefore, this paper introduces the eco-industrial park, a new industrial form, into the development of papermaking industry. Through the elaboration of the concept of eco-industrial park and the preliminary understanding of the present situation of the development of eco-industrial park in China, the paper combines the advanced experience at home and abroad. This paper analyzes the mode and existing problems of constructing paper making ecological industrial park in China, hoping to play a guiding and reference role in the construction and development of paper making ecological industrial park in China. Based on the introduction of the research background, the significance of the selected topic and the theoretical and practical research at home and abroad, this paper introduces the theoretical basis of the construction of the paper making ecological industrial park: the concept of circular economy and the principle of industrial ecology; According to the current situation of developing circular economy in papermaking enterprises and papermaking industrial parks, this paper explains the necessity and driving factors of the construction of paper making eco-industrial parks in China, and from three angles, determines the six development modes of paper making eco-industrial parks. Combined with the existing eco-industrial park cases, the advantages and disadvantages of the various models are analyzed. Based on the analysis of the advantages and disadvantages of each model, this paper also selects a paper making core enterprise to carry out the simulation design of the ecological industrial chain of the joint enterprise eco-industrial park. Finally, based on the analysis of each chapter, aiming at the existing problems in the construction and development of China's paper making ecological industrial park, from the policy, the law, Market and other six angles put forward targeted promotion strategy.
