光伏市场需求激励政策国际比较研究

【摘要】:目前,我国已是全球最大的光伏制造大国。然而,与此不相称的是,我国光伏应用市场仍然偏小,光伏产品大部分出口海外。德国于2012年4月1日大幅下调对光伏产品应用的补贴,美国从当年12月开始对我国光伏企业征收高额的反倾销和反补贴税。在光伏产品出口受阻的形势下,迫切需要扩大国内的光伏市场。论文据此提出所要解决的问题:即如何扩大我国的光伏市场。 国际上少数几个国家最早采用了光伏需求激励政策,极大的促进了这些国家和全球光伏市场的发展。这些国家光伏需求激励政策之间有何差异,各国的需求激励政策有何变化,一直是各国研究者比较关注的问题。 本文主要通过对国际上主要光伏市场国家的需求激励政策进行比较研究,找出最能扩大一国光伏市场的政策组合,同时在比较研究中找出我国光伏市场需求激励政策的不足,提出扩大我国光伏市场的政策建议。具体的研究思路是:首先,介绍创新理论,探讨市场需求对技术创新的促进作用,外部性理论是需求激励政策制定的理论基础,公共政策学是有关政策评价的理论基础,运用可再生能源发展阶段模型分析了光伏技术从产生到商业化过程的四个发展阶段。其次,从光伏市场需求和供给两方面介绍了国际光伏市场发展现状。重点阐述了我国光伏产业的发展现状和问题。再次,对各项需求激励政策进行了国际比较,指出其对我国的政策借鉴,阐述我国光伏产业激励政策并以尚德破产为例说明我国光伏产业激励政策发展方向上的不足和完善我国光伏需求激励政策体系的迫切性。然后,提出扩大我国光伏市场的政策建议,,包括出台上网标杆电价政策实施细则、分区设立标杆电价、尽快推出对居民使用光伏系统的需求激励政策、推出针对系统安装者的贷款优惠与税收优惠政策和完善相关技术标准。最后,对本文的研究结论进行总结并做了研究展望。
[Abstract]:At present, China is the largest photovoltaic manufacturing country in the world. However, China's photovoltaic application market is still small and most photovoltaic products are exported overseas. On April 1, 2012, Germany sharply reduced the subsidies for photovoltaic products, and the United States began to impose high anti-dumping and countervailing duties on Chinese photovoltaic enterprises in December of that year. Under the situation that the export of photovoltaic products is blocked, there is an urgent need to expand the domestic photovoltaic market. According to this, the paper puts forward the problem to be solved: how to expand the photovoltaic market in China. A few countries in the world first adopted the photovoltaic demand incentive policy, which greatly promoted the development of these countries and the global photovoltaic market. What is the difference between the photovoltaic demand incentive policies in these countries and the change of the demand incentive policies in various countries, which has always been the concern of researchers in various countries. Through the comparative study of the demand incentive policies of the major photovoltaic market countries in the world, this paper finds out the policy combination that can expand the photovoltaic market of one country most, and at the same time, finds out the shortage of the demand incentive policy in the photovoltaic market of our country in the comparative study. Put forward the policy suggestion of expanding the photovoltaic market of our country. The specific research ideas are as follows: first, introduce the innovation theory, explore the role of market demand to promote technological innovation, externality theory is the theoretical basis of demand incentive policy formulation, public policy is the theoretical basis of policy evaluation. Using the renewable energy development stage model, this paper analyzes the four development stages of photovoltaic technology from production to commercialization. Secondly, the development status of international photovoltaic market is introduced from two aspects of photovoltaic market demand and supply. The current situation and problems of photovoltaic industry in China are described in detail. Thirdly, the international comparison of various demand incentive policies is carried out, and it points out that they can be used for reference in China. This paper expounds the incentive policy of photovoltaic industry in China, and takes Suntech bankruptcy as an example to illustrate the deficiency in the development direction of the incentive policy of photovoltaic industry in China and the urgency of perfecting the incentive policy system of photovoltaic demand in China. Then, it puts forward some policy proposals for expanding the photovoltaic market in our country, including the introduction of detailed rules for the implementation of the price policy on the grid bar electricity, the establishment of the benchmark price in the districts, and the introduction of a demand incentive policy for the residents to use the photovoltaic system as soon as possible. Introduce loan and tax concessions for system installers and improve related technical standards. Finally, the conclusion of this paper is summarized and the research prospect is made.
