基于胜任力的勘察设计项目经理选择研究

【摘要】:勘察设计项目经理负责制是多年来勘察设计行业努力推行的业务模式之一,逐渐改变了原来广泛采用的专业所(室)承包责任制的方式,最大限度地调动了广大设计人员的积极性和创造性,把过去的行政管理改成法制管理,成为未来勘察设计项目业务的主要模式。勘察设计项目经理在勘察设计工作中处于领导核心地位,其专业技术知识、组织能力、业务技术水平和实践工程经验对勘察设计活动的成败具有重要影响。因此,必须科学合理地选择任命勘察设计项目经理。 论文首选综述了胜任力及胜任力模型理论,分析了勘察设计产品特点和勘察设计项目经理应该具备的素质条件,分析勘察设计项目经理任命方式并剖析选择任命中存在的问题及后果。论文重点研究了勘察设计项目经理评价模型的构建思路,采用文献综述法和调查访谈法获取了勘察设计项目经理胜任力指标,通过行为事件访谈法对优秀绩效勘察设计项目经理和一般绩效勘察设计项目经理的胜任力进行差异分析,找出优秀绩效勘察设计项目经理更加具备显著的鉴别性胜任力,并以此构建了勘察设计项目经理评价模型。论文研究了勘察设计项目经理的选择思路和流程,研究了勘察设计项目经理候选人的筛选和确定方法,构建了勘察设计项目经理正式遴选评价体系并描述评价指标,确定了勘察设计项目经理正式遴选评价体系的研究方法。论文最后对上述构建的基于胜任力的勘察设计项目经理评价模型和基于胜任力模型的勘察设计项目经理的选择评价方案进行了实证研究。
[Abstract]:The responsibility system of survey and design project manager is one of the business models that the investigation and design industry has been pushing hard for many years. It has gradually changed the way of the contract responsibility system of the professional institute (room) that was widely used in the past. It has mobilized the enthusiasm and creativity of the vast number of designers to the maximum extent and changed the past administrative management into legal management and become the main mode of the future survey and design project business. The survey and design project manager is in the leading core position in the investigation and design work, its specialized technical knowledge, organization ability, professional technical level and practical engineering experience have important influence on the success or failure of the survey and design activities. Therefore, the scientific and reasonable selection of survey and design project manager must be appointed. The first choice of the paper is to summarize competency and competency model theory, analyze the characteristics of survey and design products and the quality conditions that should be possessed by the project manager of survey and design. This paper analyzes the appointment mode of the Prospecting and Design Project Manager, and analyzes the problems and consequences in the selection and appointment of the Project Manager. This paper focuses on the construction of the evaluation model of the survey and design project manager, and obtains the competency index of the survey and design project manager by using the literature review method and the investigation interview method. The difference of competence between excellent performance survey and design project manager and general performance survey and design project manager is analyzed through behavior event interview, and the outstanding performance survey and design project manager is found to have more distinguished competence. On this basis, the evaluation model of survey and design project manager is constructed. This paper studies the selection thought and flow of the survey and design project manager, studies the selection and determination method of the candidate for the survey and design project manager, constructs the formal selection and evaluation system of the survey and design project manager and describes the evaluation index. The research method of formal selection and evaluation system of survey and design project manager is determined. At the end of the paper, the evaluation model based on competency and the selection and evaluation scheme of survey and design project manager based on competency model are studied empirically.
