陕西装备制造业人力资源开发对策研究

【摘要】:人力资源是一个地区经济发展的关键因素。能否具备完善的人力资源结构和充足的人才储备是衡量一个地区竞争能力强弱的标志。面对技术的快速更新和产业的不断升级,作为一个转型中的老工业基地,陕西装备制造业正面临着严峻的挑战,急需大批职业素养好、专业技术硬、掌握先进科学技术的复合型优秀人才。为了改变这种状况,必须着眼未来,紧扣新世纪人才发展趋势,从陕西实际情况出发,坚持人才的引进与培养相结合,,合理调整与公平竞争相结合,尽快建立起一支能满足陕西装备制造业发展需求的人才队伍,为加快振兴陕西装备制造业以及全省经济的快速、稳定、健康发展提供人才保障。 本文以人力资源开发的相关理论为基础,研究如何通过有效地人力资源开发来提升陕西装备制造业的竞争力水平。通过调查研究,从人才数量、人才质量和人才结构三方面分析了陕西装备制造业的人力资源现状。在充分认识陕西装备制造业的人力资源现状的基础上总结出陕西装备制造业人力资源开发存在的问题:人力资源开发与管理机制滞后、教学培养与市场脱节、人力资源结构失衡、激励机制不健全、人才流失严重等问题。针对存在的问题,结合陕西的实际情况,借鉴发达地区装备制造业人力资源开发的经验,提出陕西装备制造业人力资源开发对策,即要通过政府、高校和企业的共同合作来进行陕西装备制造业人力资源开发工作。具体对策及建议包括:教育体制改革、优化人才发展环境、创新人才培育工程、完善人才管理机制及创新激励机制等几个方面。同时,还从企业层面提出了一些建议,主要有:人力资源部门要转变职能与观念、建立企业长期的人力资源开发战略、建立与现代企业制度相适应的人才选拔使用机制、构建灵活有效的薪酬管理制度以及构建人才培养增值机制等。以期能为提升陕西装备制造业人力资源开发整体水平,增强产业竞争力提供一些可行的借鉴。
[Abstract]:Human resources is the key factor of a region's economic development. Whether has the perfect human resources structure and the sufficient talented person reserve is the symbol of a region's competitive ability. As an old industrial base in the process of transformation, Shaanxi equipment manufacturing industry is facing severe challenges in the face of rapid technological renewal and continuous upgrading of industries. It is in urgent need of a large number of good professional qualities and hard specialized technology. Master advanced science and technology complex outstanding talents. In order to change this situation, we must focus on the future, closely follow the trend of talent development in the new century, proceed from the actual situation in Shaanxi, insist on combining the introduction and training of talents, reasonable adjustment and fair competition. To establish a qualified personnel team to meet the needs of Shaanxi equipment manufacturing industry as soon as possible, and to provide talent guarantee for accelerating the revitalization of Shaanxi equipment manufacturing industry and the rapid, stable and healthy development of the province's economy. Based on the theory of human resource development, this paper studies how to improve the competitiveness of Shaanxi equipment manufacturing industry through effective human resource development. Through investigation and research, this paper analyzes the present situation of human resources in Shaanxi equipment manufacturing industry from the aspects of talent quantity, talent quality and talent structure. On the basis of fully understanding the present situation of human resources in Shaanxi equipment manufacturing industry, this paper summarizes the problems existing in the development of human resources in Shaanxi equipment manufacturing industry: the lagging of human resources development and management mechanism, the disconnection between teaching training and market, Human resources structure imbalance, incentive mechanism is not perfect, serious brain drain and other problems. In view of the existing problems, combined with the actual situation in Shaanxi, and drawing lessons from the experience of human resources development in the equipment manufacturing industry in developed regions, the author puts forward the countermeasures for the development of human resources in the equipment manufacturing industry in Shaanxi, that is, through the government, The cooperation of universities and enterprises to develop the human resources of Shaanxi equipment manufacturing industry. The concrete countermeasures and suggestions include: reforming the educational system, optimizing the developing environment of talents, innovating the project of cultivating talents, perfecting the talent management mechanism and innovating incentive mechanism, etc. At the same time, some suggestions are put forward from the enterprise level, such as changing the functions and concepts of the human resources department, establishing the long-term human resource development strategy of the enterprise, and establishing the talent selection and utilization mechanism suitable for the modern enterprise system. Build a flexible and effective salary management system and build a talent training value-added mechanism. In order to improve the overall level of human resources development in Shaanxi equipment manufacturing industry, enhance the competitiveness of industry to provide some practical reference.
