基于可持续发展的宝鸡市工业主导产业选择与发展研究

【摘要】：区域发展要顺应社会背景，走可持续发展道路，核心依旧是发展，但不能只谋求经济的迅速增长而不顾忌资源禀赋、环境承载力等，要在可持续发展观的指导下实现发展的可持续性。对于以工业为主的宝鸡市，工业以传统制造工业为主的城市，能够使得经济可持续发展的唯一途径就是尽快调整区域工业产业结构，转变经济增长方式。实现这个伟大目标的着力点在于合理选择主导产业，并且引导它们朝着可持续发展方向发展，选择是发展的前提，发展又是选择之后的延续，两者相辅相成。将可持续发展理念融入宝鸡市工业主导产业的选择以及未来的发展中，充分发挥其对其他产业的关联效应，推动宝鸡市区域经济整体朝着一个更好的方向发展。本文作为陕西省科技厅项目“渭河流域典型城镇工业水环境经济综合指数研究（项目编号：2011KRM97）”的阶段性成果，主要探讨了典型的工业城镇—宝鸡的工业产业结构调整和优化的核心问题—工业主导产业的选择和发展，以期对宝鸡市工业结构调整、走新型化工业道路做一些有益的探索。本文共计七个部分：第一部分是对全文的概述性描述，梳理清楚为什么要对宝鸡市工业主导产业进行研究，其意义又何在，以及整个研究的主线、脉络以及论文的创新点等。第二部分的文献综述及理论基础，对主导产业的发展历史以及国内外学者的研究成果进行了梳理，并且对可持续发展与主导产业的关系进行了辩证论述，为后文的研究做好理论铺垫。第三部分联系宝鸡市工业发展现状、发展历史，对宝鸡市现行工业结构的一些特征做了概括分析，并指出了不足。第四部分是模型构建部分。构建过程中，充分结合宝鸡市实际，尽可能多得考虑评价体系的系统性、基准的全面性、指标的可操作性等，确定了市场潜力、可持续发展等6项选择基准及需求收入弹性等12个指标，最终建立了基于可持续发展的宝鸡市工业主导产业选择评价指标体系。第五部分是实证分析过程。采用因子分析法，借助SPASS17.0软件，对宝鸡市的30个工业产业做了定量分析，最后辅以定性分析对选择结果加以分析，，最终确定宝鸡市的四个工业主导产业为：有色金属冶炼及压延加工业、交通运输设备制造业、黑色金属冶炼及压延加工业、通用设备制造业。第六部分是研究如何发展四大工业主导产业。主要涉及两个方面：①政府加强宏观调控，为主导产业的发展提供政策引导；②各产业根据自身状况，准确定位，加强自身建设。第七部分是对研究成果的概述，并且提出了论文的不足，也为今后的继续研究提出了一些设想。
[Abstract]:Regional development should conform to the social background and follow the path of sustainable development. The core is still development. However, the rapid economic growth should not be pursued without regard to resource endowment and environmental carrying capacity, etc. We should realize the sustainability of development under the guidance of the concept of sustainable development. The only way to make the sustainable development of economy is to adjust the industrial structure of the region as soon as possible and change the mode of economic growth. The focus of realizing this great goal lies in choosing the leading industries reasonably and guiding them to develop towards the direction of sustainable development. Choice is the premise of development and development is the continuation of choice. They complement each other. The idea of sustainable development should be integrated into the choice of leading industry and the future development of Baoji city, so as to give full play to its related effect on other industries, and promote the regional economy of Baoji city to develop in a better direction as a whole. This paper is the stage result of the project of Shaanxi Provincial Science and Technology Department "Comprehensive Index study on Industrial Water Environment of typical towns in Weihe River Basin (Project No.: 2011KRM97)". This paper mainly discusses the core problem of the adjustment and optimization of the industrial structure of Baoji, a typical industrial town, which is the choice and development of the industrial leading industry in order to make some beneficial exploration on the adjustment of the industrial structure and the taking of the new type of chemical industry in Baoji. This paper consists of seven parts: the first part is a general description of the full text, sorting out why to study the leading industry in Baoji City, and its significance, as well as the main line of the study, the context and the innovation of the paper. The second part of the literature review and theoretical basis, the development of the leading industry history and domestic and foreign scholars research results were combed, and the relationship between sustainable development and leading industries were dialectically discussed. For the following research to do a good theoretical groundwork. In the third part, in connection with the present situation and history of industrial development in Baoji City, some characteristics of the current industrial structure of Baoji City are summarized and analyzed, and the deficiencies are pointed out. The fourth part is the model building part. In the process of construction, we should consider as much as possible the systematization of the evaluation system, the comprehensiveness of the benchmark, the maneuverability of the indicators and so on, combining the reality of Baoji City, so as to determine the market potential. The evaluation index system of Baoji industry leading industry based on sustainable development is established, which includes 6 selection criteria and 12 indexes such as sustainable development and income elasticity of demand. The fifth part is the process of empirical analysis. By means of factor analysis and SPASS17.0 software, the quantitative analysis of 30 industrial industries in Baoji is carried out, and the selection results are analyzed with qualitative analysis. The four leading industries in Baoji are nonferrous metal smelting and calender processing industry, transportation equipment manufacturing industry, ferrous metal smelting and calender processing industry and general equipment manufacturing industry. The sixth part is to study how to develop the four major industrial leading industries. The government mainly involves two aspects: strengthening macro-control, providing policy guidance for the development of leading industries and strengthening their own construction according to their own conditions. The seventh part is an overview of the research results, and put forward the shortcomings of the paper, and also for the future research put forward some ideas.
