基于“三集五大”项目绩效的哈尔滨电业局创新管理研究

【摘要】:项目的绩效管理就是对项目的绩效计划、控制、调整和沟通的过程,对企业经营业绩的管理有重要意义。“十二五”是国家电网公司深化“两个转变”、推进“三集五大”体系建设的关键时期,对于基层供电企业,伴随着电网和技术的飞速发展,“三集五大”带来了绩效管理模式的改变,如何设计和建立一套科学、实用、适应企业战略发展需要的绩效管理体系,已成为电力企业管理的一个非常重要课题。 本文通过对项目管理及绩效管理理论的分析研究,重点探讨在“三集五大”项目中运用绩效管理方法和手段来提升该项目中员工的个人潜能,达到企业项目创新管理的目的。本文依据绩效管理体系设计的基本原理,结合关键绩效指标法(KPI)、目标管理法(MBO)等理论方法,以哈尔滨电业局“三集五大”项目为背景,在充分调查研究的基础上,认真分析“三集五大”项目绩效管理现状以及在项目绩效管理中存在的问题。充分运用个案分析和文献研究相结合的方法,指出了该公司绩效管理过程中存在的问题并提出了总体解决思路,依据绩效管理体系设计的原则及科学的流程,最终设计出一套科学、合理的项目绩效管理体系,为哈尔滨电业局“三集五大”项目绩效管理,提高项目管理效率提供参考性建议。
[Abstract]:Project performance management is the process of project performance planning, control, adjustment and communication, which is of great significance to the management of enterprise performance. The 12th Five-Year Plan is a key period for the State Grid Company to deepen the "two transformations" and promote the construction of the "three sets and five major" system. For grass-roots power supply enterprises, with the rapid development of the power grid and technology, "three sets and five" has brought about the change of the performance management mode. How to design and establish a set of scientific, practical and suitable performance management system to meet the needs of the strategic development of enterprises has become a very important topic in the management of electric power enterprises. By analyzing the theory of project management and performance management, this paper focuses on the application of performance management methods and means in the "three sets and five" projects to enhance the individual potential of the employees in the project, and to achieve the purpose of enterprise project innovation management. According to the basic principle of the performance management system design, combining with the key performance index method (KPII), the objective management method (MBO) and other theoretical methods, this paper takes the "three sets and five" projects of Harbin Electric Power Bureau as the background, on the basis of full investigation and research. This paper analyzes the present situation of the project performance management and the problems in the project performance management. Using the method of case analysis and literature research, this paper points out the problems existing in the process of performance management of the company and puts forward the overall solution, according to the principles of performance management system design and scientific process. Finally, a set of scientific and reasonable project performance management system is designed, which provides reference suggestions for "three sets and five" project performance management and improving project management efficiency of Harbin Electric Power Bureau.
