印度建筑市场的开放性调查及中国企业进入策略分析

【摘要】:自20世纪90年代以来,随着经济的高速增长,在除中国之外,印度越来越吸引着外国投资者的目光。特别是印度政府从新世纪以来,逐步放开对外资投资领域的限制,很多跨国企业都开始在印度投资兴业。而2014年印度改革派领导人莫迪的上台,也向外界宣示其进一步改革的意图,进一步极大地提振了外国投资者的信心。但是,一直以来,印度建筑业的滞后发展饱受诟病,特别是基建领域中的公路破旧、铁路老化、港口吞吐能力不足、机场亟需改造升级等等,都制约着印度经济的健康发展。有鉴于此,印度十二五规划中提出了一万亿美元的基建投资,给中资建筑企业创造了巨大的投资机会。同时,伴随着我国“引进来”和“走出去”步伐的扩大,越来越多的中资建筑企业也开始在印度投资兴业。然而,中资建筑企业进入印度市场,不但要面临着众多实力雄厚的本土建筑企业,也还要同欧美等发达国家企业同台竞技。但是,欧美建筑企业在印度市场主要从事项目管理、咨询等服务性领域,而我国企业大都以建筑施工取胜。差异化的服务策略,大大减轻了我国建筑企业进入印度市场的障碍,近年来在印度建筑市场做得风生水起的上海城建就是很好的榜样。可是,中资建筑企业进入印度市场并不是一帆风顺的,也面临着一些风险。尤其要注意印度政界对中国带着有色眼镜导致的政治风险。同时,中印社会文化差异导致的社会风险也不可忽视,我国建筑企业龙建路桥在这方面就吃过大亏,现在还是官司缠身。幸运的是,由于中印都是WTO成员国,印度又是GATT和WTO的创始国,中资企业在印度投资面遇纠纷时,应积极向WTO等有关组织申诉,以保障自己合法权益。总体来说,中资企业进入印度建筑市场既有机遇又有挑战,但是机遇大于挑战,只要中资企业合理规划,注意防控风险,中资建筑企业在印度市场发展前景是非常广阔的。本文将在WTO相关协议下,在分析印度印度建筑市场的现状和发展趋势的基础上,阐述印度建筑市场的外部环境、印度本土和欧美等发达国家企业在印度市场的经营状况、中资建筑企业在印度的投资发展等,探讨中资建筑企业进入印度市场的风险,而后提出一些具体的进入途径和策略,以期给有志进入印度市场的中资建筑企业提供一些借鉴。
[Abstract]:With rapid economic growth since the 1990s, India has been attracting more and more attention from foreign investors in addition to China. In particular, since the new century, the Indian government has gradually liberalized restrictions on foreign investment, and many multinational enterprises have started to invest in India. The arrival of India's reformist leader Modi in 2014 also signaled his intention to further reform, further boosting confidence among foreign investors. But India's laggard construction industry has been criticized for its poor roads in infrastructure, aging railways, inadequate port handling capacity, airport upgrading and so on, all of which have constrained India's economic health. In view of this, India's 12th Five-Year Plan proposed $1 trillion in infrastructure investment, creating huge investment opportunities for Chinese construction enterprises. At the same time, more and more Chinese construction enterprises have begun to invest in India with the expansion of the steps of "introducing" and "going out" in China. However, if Chinese construction enterprises enter the Indian market, they will not only face many strong local construction enterprises, but also compete with European and American and other developed country enterprises. However, European and American construction enterprises are mainly engaged in project management, consulting and other service fields in the Indian market, while Chinese enterprises mostly win by building construction. The differentiated service strategy has greatly reduced the barriers for Chinese construction enterprises to enter the Indian market. In recent years, Shanghai City Construction, which has been booming in the Indian construction market, is a good example. However, Chinese construction companies to enter the Indian market is not smooth, but also faces some risks. Particular attention should be paid to the political risks posed by the colored spectacles of Indian politics to China. At the same time, the social risk caused by the social and cultural differences between China and India can not be ignored. Fortunately, since both China and India are members of the WTO and India is the founder of the GATT and WTO, Chinese companies should actively appeal to WTO and other relevant organizations to protect their legitimate rights and interests in the event of disputes over their investment in India. In general, there are both opportunities and challenges for Chinese enterprises to enter the Indian construction market, but the opportunities are greater than the challenges. As long as the Chinese enterprises plan reasonably and pay attention to the risks of prevention and control, the prospects for the development of Chinese construction enterprises in the Indian market are very broad. Based on the analysis of the present situation and development trend of Indian construction market under the WTO agreement, this paper expounds the external environment of Indian construction market, and the operating conditions of Indian and European and American developed country enterprises in Indian market. The investment and development of Chinese construction enterprises in India, this paper discusses the risk of Chinese construction enterprises entering the Indian market, and then puts forward some specific ways and strategies to provide some reference for Chinese construction enterprises who wish to enter the Indian market.
