吉林省食品安全政府管制模式研究

【摘要】：“民以食为天,食品安全大如天”，食品安全关乎着群众的身体健康和生命安全，同时关系着社会经济的发展及生活的和谐稳定。为保障广大人民群众的生命健康安全，维护人民群众的切身利益，构建社会主义和谐社会，我国政府不断强化食品安全监管措施，积极完善食品安全监管体制机制，推动健全食品安全法规标准体系，，食品安全形势总体稳定并趋于好转。但是近几年来，我国食品安全也暴露一些严重问题，“苏丹红”、“三鹿奶粉”、“地沟油”、“瘦肉精”、“白酒塑化剂”等事件令广大消费者惴惴不安，各方拷问食品安全，对我国食品安全政府管制不断提出质疑。吉林省各级政府对食品安全问题监管高度重视，认真落实省委、省政府的部署，严格按照国家法规规定执行，监督食品安全，全省食品安全形势总体稳定，取得了良好成效。但是，吉林省食品安全政府管制仍然存在一些问题，政府管制低效、监管成本偏高、监管机构不集中权利分散、管制模式垄断等管理弊端影响食品安全监管效果。本文基于对吉林省食品安全管理现状的研究，以信息不对称理论、公共利益论、政府俘获理论等与食品安全相关的理论作为依据，分析影响吉林省食品安全管理的因素,结合国内外食品安全政府管制先进经验及吉林省实际情况，对吉林省食品安全监管模式进行了思考与研究，并提出相应对策，以期对完善我国食品安全监管机制有所启示。
[Abstract]:"Food is a day for the people, food safety is like a day". Food safety concerns the health of the people and life safety. At the same time, it relates to the development of social economy and the harmony and stability of life. In order to ensure the health and safety of the people, safeguard the vital interests of the people and build a harmonious socialist society, the government of our country is constantly strong. In recent years, the food safety of our country has also exposed some serious problems, but in recent years, the food safety of our country has also exposed some serious problems, "Sudan red", "Sanlu milk powder", "gutter oil", "lean meat essence", "white" "Wine plasticizers" and other incidents have made consumers uneasy. All parties have been interrogation about food safety, and constantly questioned the government regulation of food safety in China.
The governments at all levels in Jilin have attached great importance to the supervision of food safety issues, conscientiously implement the Provincial Committee, the deployment of the provincial government, strictly follow the regulations of the state and supervise the safety of food. The food safety situation in the province is generally stable and has achieved good results. However, there are still some problems in the government control of food safety in Jilin Province, and the government control is inefficient. It is based on the theory of information asymmetry, the theory of public interest, the theory of government capture and the theory of food safety, which is based on the research on the present situation of food safety management in Jilin Province, and analyzes the influence of Jilin on the food safety related theory. The factors of food safety management in province, combined with the advanced experience of government control of food safety at home and abroad and the actual situation in Jilin Province, have thought and studied the food safety supervision mode in Jilin Province, and put forward some corresponding countermeasures in order to enlighten the improvement of our food safety supervision mechanism.
