产品空间视角下浙江工业产业转型升级研究

【摘要】:一个地区的经济发达程度主要取决于该地区所出产产品的附加值高低。因此,想要发展经济则需要提升本地区产品的附加值。如何才能让一个地区的低附加值产业转型升级成为高附加值产业,一直以来是各国经济学家们研究的主要内容。产业转型升级是经济发展的一个必不可少的过程,它反映了经济结构的内部转变,是资源配置和产品附加值变动的体现。一个地区的产业类型的选择需要综合考虑自然环境、科技水平、资本多少、生产技术、政策制度以及与相关地区的联系等多方面因素。 ·改革开放以来,经历了几十年的快速发展。浙江已经成为了我国东部的经济强省,在发展阶段上已经处于了工业化后期。以出口为主的浙江经济,其经济增长方式主要集中在以生产劳动密集型产品为主虽然在经济总量上,浙江已处于全国领先地位,然而与发达的地区和国家比较,浙江在产业的结构和产品的技术含量、资本投入比重以及附加值等方面还有着较大的劣势。受国际经济危机的影响,浙江的出口订单大量减少,这给以出口为主的浙江经济带来了巨大的损失,很多中小企业纷纷倒闭破产。国际经济危机虽然致使国际市场对浙江低端消费品需求大大降低,但是国际市场对高端产品的需求依然比较旺盛。在国家采取积极的财政政策的背景下,浙江必须抓住此次机遇实现产业由低端向高端转型升级。 本文采用“产品空间”这项工具对浙江的工业产品进行全面的分析,并在分析的基础上,对浙江经济发展中的产业转型升级的方向,主导产业的选择,政府产业战略的规划,以及政府在产业转型升级过程中所扮演的角色等方面进行全方位研究。 本文把中国看作一个开放的整体,各省是这个开放整体的组成部分。计算出全国111种工业产品之间的相似度以及各省所出产产品的比较优势,并判断出哪些产品为其比较优势产品。计算出这111种产品附加值,归类高附加值产品。通过对比浙江与广东、江苏三省比较优势产品的差异,观察浙江在三省中所处的地位,并在不同相似度下进行迭代演化,最终对浙江工业产品进行转型升级的具体方向进行预测,并提出相关的促进产业升级的战略建议。 本文主要内容分为四个部分: 第一部分,介绍了产业转型升级的内涵。综述了国内外对产业转型升级的概念、实现产业转型升级的途径和不同学者对政府在产业转型升级过程中所起的作用的观点。 第二部分,运用“产品空间”理论对浙江工业产品的发展趋势进行分析。通过对比浙江、广东和江苏三省的优势工业产品和主导产业,对三省的发展趋势进行预测。 第三部分,分析浙江工业的优缺点,针对性的选择浙江未来发展的主导产业以及如何促进浙江进行产业转型升级。 第四部分,分析政府在促进产业转型升级中存在的不足,并提出在浙江产业转型升级的过程中,政府所应发挥的职能以及相关配套政策的制定。提出政府应在产业战略制定、政府职能转变和政策制定等方面为浙江产业转型升级创造良好的环境。
[Abstract]:The economic development of a region depends mainly on the added value of the products produced in the region. Therefore, the need to develop the economy needs to improve the value-added of the products in the region. How to make the transition of a low value-added industry in a region into a high value-added industry has always been the main study of the economists of various countries. The upgrading of industrial transformation is an essential process for economic development. It reflects the internal transformation of the economic structure, the embodiment of the allocation of resources and the changes in the added value of products. The selection of industrial types in a region needs to take into account the natural environment, the level of science and technology, the low capital, the production technology, the policy system, and the related areas. Contact and other factors.
Since the reform and opening up, it has experienced several decades of rapid development. Zhejiang has become a strong economic province in the east of China and has been in the late stage of industrialization at the stage of development. The economic growth mode of Zhejiang, which is mainly exported, mainly concentrates on the production of labor intensive products, although Zhejiang has been in the total amount of economy. However, compared with the developed regions and countries, Zhejiang has a great disadvantage in the industrial structure and the technical content of the products, the proportion of capital investment and the added value. Under the influence of the international economic crisis, the export orders of Zhejiang are greatly reduced, which has brought huge losses to the Zhejiang economy which is the main export. Many small and medium-sized enterprises have collapsed and bankrupt. Although the international economic crisis has greatly reduced the demand for low-end consumer goods in the international market, the demand for high-end products in the international market is still strong. Under the background of the active fiscal policy adopted by the state, Zhejiang must seize this opportunity to transform the industry from the low end to the high end. Upgrade.
This paper uses "product space" as a tool to make a comprehensive analysis of the industrial products in Zhejiang, and on the basis of the analysis, it carries out all aspects of the direction of industrial transformation and upgrading in the economic development of Zhejiang, the choice of the leading industry, the planning of the government's industrial strategy, and the role of the government in the process of industrial transformation and upgrading. Research.
This article regards China as an open whole, and the provinces are part of this open whole. We calculate the similarity between the 111 kinds of industrial products and the comparative advantages of the products produced by each province, and determine which products are their comparative advantage products. The 111 kinds of value-added products are calculated and the products are classified as high value-added products. Compared with the comparative advantages of Zhejiang, Guangdong and Jiangsu provinces, the status of Zhejiang in the three provinces is observed, and the status of Zhejiang in the three provinces is observed, and the iterative evolution is carried out under different similarities. Finally, the specific direction of the transformation and upgrading of the industrial products in Zhejiang is predicted, and the relevant strategic proposals to promote the upgrading of the industry are put forward.
The main contents of this paper are divided into four parts:
The first part introduces the connotation of industrial transformation and upgrading, summarizes the concept of industrial transformation and upgrading at home and abroad, the ways to realize industrial transformation and upgrading, and the views of the students on the role played by the government in the process of industrial transformation and upgrading.
The second part, using the "product space" theory to analyze the development trend of industrial products in Zhejiang. By comparing the dominant industrial products and leading industries in Zhejiang, Guangdong and Jiangsu provinces, the development trend of the three provinces is predicted.
The third part analyzes the advantages and disadvantages of Zhejiang's industry, chooses the leading industries of Zhejiang's future development and how to promote Zhejiang's industrial transformation and upgrading.
The fourth part analyzes the shortcomings of the government in promoting industrial transformation and upgrading, and puts forward the functions and relevant supporting policies that the government should play in the process of industrial transformation and upgrading in Zhejiang. The government should create a good innovation for the industrial transformation and upgrading of Zhejiang in the aspects of industrial strategy formulation, government function transformation and policy making.
