【摘要】:作为中石油拥有施工特级资质的建设公司下属的设计单位,C设计研究院的业务主要是在中石油工程建设领域,随着国家政策变化、行业结构调整和转型升级的需要,其生存发展面临重大挑战。要在新环境下生存、发展,主动把握目前的竞争环境和企业的发展机遇,通过技术创新管理加快企业结构调整和转型升级,已成为亟须解决的问题。 本文首先分析了C设计研究院技术创新管理现状,指出目前存在创新来源信息不畅、未能有效收集信息、信息收集过程简单、没有深入分析信息的情况,这是技术创新管理开展的一个瓶颈问题;指出在立项管理上制度僵化、与市场结合不足,造成技术创新的后劲不足的问题。同时,研发过程管理中团队组建方式过于简单、人员搭配不合理,缺乏有效的计划和控制手段,管理执行不到位。在技术创新中起决定性作用的是参与的人员,但C院目前会管理、懂专业的高素质人才相对缺乏,缺少相适应的、有效的激励和约束机制,,创新文化未形成氛围,还不能对研发人员起到应有的作用。另一方面,技术创新管理的所需资金在国企现状下,审批手续繁多,不能及时到位,对技术创新的开展也有很大的影响。 其次,通过对C院所处的内、外部环境、行业环境的深入分析,运用SWOT工具对自身条件、面临机遇、存在风险进行剖析,并进一步运用波士顿模型工具对C院各业务板块进行测算,明确C院未来在技术创新管理方面的重点方向。 最后,围绕这个方向,提出C院的技术创新在完善管理机制、建立人才培养、资金管理、有效的激励和约束机制、信息管理、培育适合的创新文化等保障体系的管理策略。
[Abstract]:As a design unit affiliated to CNPC with construction super qualification, the design and research institute is mainly engaged in the field of engineering construction in China. With the change of national policies, the industry structure adjustment and the need for transformation and upgrading. Its survival and development face major challenges. In order to survive and develop in the new environment, to grasp the current competitive environment and the development opportunities of enterprises, and to speed up the restructuring and transformation and upgrading of enterprises through technological innovation management, it has become an urgent problem to solve. This paper first analyzes the current situation of technological innovation management in C Institute of Design and Research, and points out that the information of innovation source is not smooth, the information is not collected effectively, the process of information collection is simple, and the information is not deeply analyzed. This is a bottleneck problem in the development of technological innovation management, and points out that the system is rigid in the management of project establishment, and it is insufficient in combination with the market, resulting in a lack of stamina of technological innovation. At the same time, R & D process management team formation way is too simple, the personnel collocation is unreasonable, lacks the effective plan and the control means, the management execution is not in place. The people who play a decisive role in the technological innovation are the people who participate, but at present, the C Academy will manage that there is a relative lack of highly qualified personnel who understand the specialty, lack of appropriate and effective incentive and restraint mechanisms, and the culture of innovation has not formed an atmosphere. Not yet can the R & D personnel play their due role. On the other hand, the funds needed for the management of technological innovation are in the present situation of state-owned enterprises, and the examination and approval procedures are numerous and cannot be put in place in time, which also has a great impact on the development of technological innovation. Secondly, through the in-depth analysis of the internal and external environment and the industry environment of the C institute, using SWOT tools to analyze their own conditions, facing opportunities and risks. Furthermore, Boston model tool is used to calculate the business sectors of C Institute, and the key direction of future management of technological innovation in C Institute is made clear. Finally, this paper puts forward the management strategies of the guarantee system of technological innovation in C hospital, such as consummating management mechanism, establishing talent training, fund management, effective incentive and restraint mechanism, information management, cultivating suitable innovation culture, and so on.
