中国石油应急管理体系与应急平台融合研究

【摘要】:中石油集团公司业务涵盖石油天然气勘探开发、炼油化工、集运集输等,这些都是高危行业,存在着大量复杂和不确定性因素,具有易燃易爆、高温高压、有毒有害等特点。近年来,中石油集团公司安全生产事故呈现高发频发事态,给应急工作增加了难度。集团公司应急管理进行的多年的尝试,建立了一套应急管理体系,并建立起来一些各有侧重、各具特色的应急平台。应急管理体系与应急平台融合对于整合现有资源,提高应急管理工作效率,建立和健全统一指挥、功能齐全、反应灵敏、运转高效的应急机制,预防和应对突发事件,减少突发事件造成的损失,,一直是集团公司的目标。 目前的应急管理体系和应急管理平台还没有做到有效整合。目前的应急管理模式可以归结为以下几种模式:应急联动指挥模式、信息管理系统模式、结合了图像监控的视频会议模式、多种通讯方式相结合的应急指挥通讯模式等。这些模式表现三个方面的不足:一是业务系统建设对科技应用的指导性不够;二是缺乏全国统一规划,因地制宜的需求分析不够;三是过度追求硬件设施投资,忽视软件应用,不能解决实际问题。 中石油集团公司的一些企业和部门已经进行了多方面的尝试,应急管理体系与平台融合建设需要综合考虑与各地区、各有关部门,已有系统和在建、计划建设系统上的衔接等问题;目前应急管理体系与平台融合不够的根本原因可以概括为如下四个方面:(1)应急管理平台对体系支撑不够;(2)应急管理体系和平台融合的保障机不完善;(3)应急监督考核制度制不健全;(4)缺少集团公司应急指挥中心,信息沟通存在问题。 针对中石油集团应急管理中的问题,加强应急平台建设、建立应急管理体系和平台融合的保障机制、健全应急监督考核制度体系措施、组建集团公司应急指挥中心等四个方面的措施。 中石油集团公司应急管理体系与平台融合建设工作已经初步完成,进入了上线试运行阶段。应急平台的建设才处于起步阶段。集团公司做了很多尝试,本论文中也做了更进一步的研究,提出了针对性的解决措施。但是,这些措施尚未完全落实,还需要在实践中检验,并继续完善。
[Abstract]:CNPC's business covers oil and gas exploration and development, oil refining and chemical industry, gathering and transportation, and so on. These are high-risk industries, which have a large number of complex and uncertain factors, such as flammable and explosive, high temperature and high pressure, toxic and harmful. In recent years, the high frequency of accidents in production safety of CNPC has increased the difficulty of emergency work. The group company emergency management has carried on the attempt for many years, has established a set of emergency management system, and has established some each has the emphases, each has the characteristic emergency platform. The integration of emergency management system and emergency platform can integrate existing resources, improve the efficiency of emergency management, establish and perfect unified command, complete function, sensitive response, efficient operation of emergency mechanism, prevention and response to emergencies, Reducing the loss caused by emergencies has been the goal of the group company. The current emergency management system and emergency management platform have not been effectively integrated. The current emergency management mode can be divided into the following modes: emergency linkage command mode, information management system mode, video conference mode combined with image monitoring, emergency command communication mode combined with various communication modes, etc. These models are inadequate in three aspects: first, the lack of guidance in the application of science and technology in the construction of business systems; second, the lack of a unified national plan and inadequate analysis of needs adapted to local conditions; and third, the excessive pursuit of investment in hardware facilities and the neglect of software applications. There is no solution to practical problems. Some enterprises and departments of CNPC have made various attempts. The integration of the emergency management system and the platform needs to be considered comprehensively with various regions, relevant departments, existing systems and ongoing construction. The connection of planning and construction system; The basic reasons for the insufficient integration of the emergency management system and the platform can be summarized as follows: 1) the emergency management platform does not have enough support for the system; 2) the emergency management system and the support machine for the integration of the emergency management system and the platform are not perfect. Lack of Group Company Emergency Command Center, There are problems in information communication. Aiming at the problems in the emergency management of CNPC, we should strengthen the construction of the emergency platform, establish the guarantee mechanism of the integration of the emergency management system and the platform, and perfect the system measures of the emergency supervision and examination system. Set up group company emergency command center and other four aspects of measures. The construction of the emergency management system and platform of CNPC has been preliminarily completed and has entered the stage of on-line trial operation. The construction of emergency platform is in its infancy. Group has made a lot of attempts, this paper also do a further study, put forward targeted solutions. However, these measures have not been fully implemented, but also need to be tested in practice, and continue to improve.
