南车时代项目质量管理提升研究

【摘要】:相对汽车行业而言,国际轨道交通行业质量管理标准发展较为滞后,IRIS (International Railway Industry Standard)标准于2006年发布,2009年才开始在国内轨道交通行业推广实施。IRIS标准虽然在IS09001标准基础上提出了轨道交通行业项目质量管理的要求,但并未提供类似APQP(产品先期质量策划)的适用于轨道交通行业的项目质量管理模型和工具,这就导致包括南车时代在内的国内轨道交通企业在具体实施项目质量管理过程中,“无法可依”,项目质量管理普遍存在效率低下、项目交付产品合格率较低等问题。在国家“十二五”期间大力建设城市轨道交通的背景下,如何快速调整企业管理思路和管理模式,提高项目质量管理成效,以更优的质量、更低的成本取得城轨市场国际化竞争优势,成为摆在包括南车时代在内国内轨道交通装备制造型企业面前亟待解决的问题。 本文首先从南车时代项目质量管理现状出发,对造成南车时代项目质量管理存在问题的原因从质量组织、质量策划、实物质量控制、过程质量控制、缺陷管理等七个方面进行了较为系统的梳理和分析。然后,基于原因分析的结论,应用和借鉴PM-BOK、APQP以及IRIS理论或标准对如何提升南车时代项目质量管理进行了研究,提出了适合南车时代实际情况的项目质量管理系统方法和流程,并在此基础上建立了南车时代项目质量管理体系,并提出了系统性的提升方案。最后,本文将提升方案在长沙地铁2号线项目上进行了试点应用和实践,对方案的可行性和有效性进行了进一步的验证。 本文的研究,完善了南车时代项目质量管理体系,为南车时代后续各类项目质量管理的实施提供了成熟的可供借鉴的方法和模型,同时对于国内轨道交通装备制造型企业如何在IRIS标准的要求下实施项目质量管理也具有很高的参考价值和借鉴意义。
[Abstract]:Relative to the automobile industry, The development of quality management standard of international rail transit industry is lagging behind. Iris / Railway Industry Standard) standard was issued in 2006. It was only in 2009 that it began to popularize and implement .IRIS standard in domestic rail transit industry, although it put forward the rail transit line on the basis of IS09001 standard. Requirements for quality management of industrial projects, However, it does not provide a project quality management model and tools similar to APQP, which is suitable for the rail transit industry, which leads to the domestic rail transit enterprises, including the Nanche era, in the process of implementing project quality management. There are many problems in project quality management, such as low efficiency, low qualified rate of project delivery products and so on. In the context of the construction of urban rail transit during the 12th Five-Year Plan period, how to quickly adjust the enterprise management ideas and management models, improve the effectiveness of project quality management, in order to improve the quality of the project, The lower cost to obtain the international competitive advantage of the urban rail market has become a problem to be solved urgently in front of the domestic rail transit equipment manufacturing enterprises including the South car era. This paper starts from the current situation of project quality management in the era of South car, and analyzes the causes of the problems in quality management of the project in the era of South car, such as quality organization, quality planning, physical quality control, process quality control, etc. Defect management and other seven aspects of a more systematic combing and analysis. Then, based on the conclusion of cause analysis, applying and drawing lessons from PM-BOKN APQP and IRIS theory or standard, this paper studies how to improve project quality management in Nanche era, and puts forward the method and flow of project quality management system suitable for the actual situation of Nanche era. On this basis, the project quality management system is established, and a systematic improvement scheme is put forward. Finally, the promotion scheme is applied and practiced in Changsha Metro Line 2 project, and the feasibility and effectiveness of the scheme are further verified. The research in this paper has perfected the project quality management system in the era of Nanche, and provided a mature method and model for the implementation of various kinds of project quality management in the era of Nanchan. At the same time, it has a high reference value and significance for domestic rail transit equipment manufacturing enterprises how to implement project quality management under the requirements of IRIS standards.
