重庆供电公司工程项目人力资源规划研究

【摘要】:本文在对项目人力资源管理理论进行了研究和分析的基础下,论述了重庆供电公司变电站改造项目的依据,结合500千伏陈家桥变电站综合自动化改造工程的项目实践,确定了其项目人力资源规划的制订、实施、评估、反馈与修正,为500千伏陈家桥变电站综合自动化改造工程提高工作质量和工作效率,解决项目中执行力低下,找到了好的方法和途径。 本文的实际应用价值:丰富工程中项目人力资源管理的内容,扩展项目管理的研究领域;为今后重庆供电公司变电站改造项目提供了人力资源规划方面的理论依据,对重庆供电公司变电站改造项目的科学管理规划有很大帮助;可提高重庆供电公司变电站改造管理水平,对缓解重庆地区供电不足,提高重庆电网供电可靠性有重要的实际意义。 以往的变电站改造工程工作人员侧重研究技术层面的理论和方法,从管理层面考虑较少。本文创新点在于,不仅将人力资源规划放眼于公司,对公司的结构、人力资源等进行规划研究,还对公司的项目管理进行进一步合理的人力资源规划。使项目管理的组织结构、人力与公司内部的相协调、符合。 本文通过运用项目管理人力资源规划理论与方法对变电站改造工程进行系统化,科学化的管理与规划,提出了对重庆供电公司变电站改造项目人力资源规划的改进,,并取得了良好的成果,主要结论如下: (1)通过对供电公司存在的员工工作效率低下、项目组成员不易管理、员工缺乏活力、缺少精通管理者、员工技能与岗位不符等问题进行分析,找出这些问题下所隐藏的有关人力资源规划的问题。并提出了针对以上问题的方案,使问题得到良好的解决。 (2)提出了对重庆供电公司组织结构的调整,和针对具体项目的组织结构设计,以及人力资源的预测,完成了一个集企业总体和项目局部的人力资源规划。通过以上规划,在企业现阶段执行中得到了良好的效果和回报。 (3)在工程项目中实际应用了项目人力资源规划的理论,科学的制定了项目组织结构,并运用相关预测法对项目所需人员进行了预测和供给规划。与以往采用传统管理模式的项目相比,项目人员更易灵活管理、员工有更强的积极性。
[Abstract]:Based on the research and analysis of project human resource management theory, this paper discusses the basis of substation transformation project of Chongqing Power supply Company, and combines the project practice of 500 kV comprehensive automation transformation project of Chenjiaqiao substation. The formulation, implementation, evaluation, feedback and correction of the project human resource planning are determined to improve the work quality and work efficiency for the comprehensive automation transformation project of the 500 kV Chenjiaqiao substation, and to solve the problem of low execution power in the project. Good ways and means have been found. The practical application value of this paper is to enrich the content of project human resource management, expand the research field of project management, and provide the theoretical basis of human resource planning for substation transformation project of Chongqing Power supply Company in the future. It is of great help to the scientific management planning of substation transformation project of Chongqing Power supply Company, which can improve the management level of substation transformation of Chongqing Power supply Company and alleviate the shortage of power supply in Chongqing area. It is of great practical significance to improve the power supply reliability of Chongqing Power Grid. In the past, substation renovation engineering staff focused on the theory and method of technical level, but less on management level. The innovation of this paper is that not only the human resource planning is focused on the company, the structure of the company, human resources and so on are studied, but also the project management of the company is further reasonable human resource planning. Make the project management organization structure, manpower and company internal coordination, in line with. By using the theory and method of project management human resource planning to systematize and scientifically manage and plan substation transformation project, this paper puts forward the improvement of substation transformation project human resource planning of Chongqing Power supply Company. The main conclusions are as follows: (1) the efficiency of the employees in the power supply company is low, the members of the project team are not easy to manage, the employees lack vitality and lack of proficient managers. Analyze and find out the human resource planning problems hidden under these problems. And put forward the solution to the above problems. (2) put forward the adjustment of the organization structure of Chongqing Power supply Company, and the organizational structure design of specific projects, as well as the prediction of human resources. Completed a set of enterprise overall and project part of the human resources planning. Through the above planning, in the enterprise at this stage of the implementation of the good results and returns. (3) in the actual application of the project human resources planning theory, scientific formulation of the project organization structure, The related forecasting method is used to forecast and supply the personnel needed by the project. Compared with the traditional management mode, the project staff is more flexible and more active.
