【摘要】：工程造价咨询是指面向社会接受委托，承担建设项目的可行性研究投资估算和经济评价、项目后评价报告的编制和审核；建设工程概算、预算、结算及决算报告的编制和审核；建设工程实施阶段工程量清单的编制和审核、招标控制价或投标报价的编制和审核、施工合同价款的变更及索赔费用的计算和审核；提供工程造价经济纠纷的鉴定服务；提供建设项目的全过程工程造价咨询；提供工程造价信息服务等业务工作。工程造价咨询机构就是围绕上述业务为投资者或使用者、建设单位或施工单位、以及建设团队中其他利益相关方等社会主体提供专业技术服务的机构。工程造价咨询行业是经济鉴证类行业与工程咨询业的交叉，是融知识密集型、技术型、经验型为一体的智力服务业。本文研究对象TJXD公司即属于工程造价咨询行业中的一员。本文首先运用迈克尔波特的竞争五力模型对TJXD公司所处的外部环境进行了分析；其次，对公司的能力、竞争力和内部资源进行了剖析；最后，在前述内外部环境详细分析的基础上，采用SWOT分析法对TJXD公司的战略目标选择进行了甄选，从而梳理出公司总体战略和职能战略，并由此针对性提出为实现上述战略目标而制定的具体措施。本论文研究结论为：TJXD公司应与大型会计师事务所结成战略联盟；充分发挥公司在结算审核和全过程造价咨询业务板块方面积累的优势，，进一步提高核心业务的竞争实力，实现集中化增长战略；同时，根据委托方对工程造价咨询服务需求的不断变化和深化，努力打造建设项目全过程造价咨询服务链，实现纵横延伸服务战略。为实现以上战略，公司要实施战略联盟、人才开发、市场开拓和品牌建设等战略实施措施。
[Abstract]:Engineering cost consultation refers to the preparation and examination of construction project estimate, budget, settlement and final account report, which is entrusted to the society to undertake the feasibility study, investment estimation and economic evaluation of the construction project, the compilation and examination of the post-project evaluation report, the construction project budget estimate, the budget, the settlement report and the final account report; To compile and examine the bill of quantities in the construction project implementation stage, to draw up and review the bidding control price or bid quotation, to calculate and audit the change of the construction contract price and the claim cost, to provide the appraisal service for the economic dispute of the project cost; Provide the whole process of construction project engineering cost consultation; provide engineering cost information services and other business work. The engineering cost consulting organization is the organization that provides professional technical services to investors or users, construction units or construction units, and other stakeholders in the construction team around the above business. The engineering cost consulting industry is the intersection of the economic identification industry and the engineering consulting industry. It is an intellectual service industry integrated with knowledge-intensive, technical and experiential. TJXD Company is a member of engineering cost consulting industry. This paper first analyzes the external environment of TJXD by using Michael Porter's five-force model of competition; secondly, analyzes the ability, competitiveness and internal resources of TJXD; finally, analyzes the internal resources of TJXD. On the basis of the detailed analysis of the internal and external environment mentioned above, the selection of strategic objectives of TJXD is selected by using SWOT analysis, and the overall strategy and functional strategy of TJXD are sorted out. From this, the specific measures to achieve the above-mentioned strategic objectives are put forward. The conclusion of this paper is that the company should form a strategic alliance with the large accounting firm, give full play to the advantages accumulated by the company in the settlement audit and the whole process cost consulting business, and further improve the competitive strength of the core business. At the same time, according to the constant change and deepening of the client's demand for the engineering cost consulting service, we try to create the whole construction project cost consulting service chain and realize the horizontal and vertical extension service strategy. In order to achieve the above strategy, the company should implement strategic alliance, talent development, market development and brand building and other strategic implementation measures.
