内蒙古黄花滩风电场项目的造价动态集成管理研究

【摘要】:风力发电具有无污染、可再生、占地少、建设周期短的特点,被誉为“21世纪的洁净能源”。随着风电技术的日益成熟,风力发电是目前最具有发展前途的可再生能源之一。工程造价是风电项目建设中一项重要程序,实施高效高能的工程造价管理,就需要建立完善的造价管理系统。通过对项目的细致分解和细化,并构造相应的继承系统模型,在此基础上实现网络计划的控制,以更好地集成控制项目的造价、进度等。此外,利用这种方式我们还能够建立责任分配矩阵,这样工程造价管理的责任就能够更好地加以落实,提高管理的时效性。为了更好地对工程造价进行控制,工程造价管理系统是首要的,且其需要将即时的造价水平反映给管理者,使其与计划方案进行细致的分析、对比,从而更好地进行造价控制。从当前的情况来看,企业在管理系统的建设上面并不是十分重视,存在着很大的滞后性,已经完成的工作信息虽然能够在系统中得以显示,但是至于其他的动态控制、预测等方面则显得不是十分专业。工程造价动态集成管理很好地克服了这一缺陷。 本文将依托内蒙古黄花滩风电场项目,并参考有关理论和实践资料,以加强对工程造价集成管理的研究深度,仔细研究造成造价管理系统滞后性的主要因素,引出了集成管理的观念,在此基础上对集成管理的模型做了相应的探讨和分析,并初步对造价管理系统进行了设计。整个项目的集成控制模型建立起来后,又提出基于模型的动态集成管理方法及优化目标,全面实现了黄花滩风电项目工程造价的动态集成管理。文章随后又探讨了内蒙古黄花滩风电工程造价动态集成管理的应用效果分析,根据动态集成管理理论,选取相应指标,对动态集成原理在黄花滩风电项目中的应用效果和发挥的作用做出客观的评价。论文最后结合应用实例对系统进行了验证,并提出切实可行的相关配套建议。本文的研究对于黄花滩风电项目的工程造价具有理论与实际指导意义,同时也在工程造价研究领域拓展了新的思路,为今后工程造价理论研究和项目实际提供了强有力的参考。
[Abstract]:Wind power generation has the characteristics of non-pollution, renewable, less land occupation and short construction period, so it is praised as "clean energy in the 21st century". With the development of wind power technology, wind power generation is one of the most promising renewable energy. Project cost is an important procedure in wind power project construction. It is necessary to establish a perfect cost management system to implement high efficiency and high energy project cost management. Based on the detailed decomposition and refinement of the project and the construction of the corresponding inheritance system model, the control of the network plan is realized so as to better integrate and control the cost and schedule of the project. In addition, in this way, we can also set up the responsibility distribution matrix, so that the responsibility of project cost management can be better implemented, and the timeliness of management can be improved. In order to better control the project cost, the project cost management system is the most important, and it needs to reflect the immediate cost level to the manager, so that it can be carefully analyzed and compared with the plan scheme, so that the cost control can be better carried out. From the current situation, enterprises in the construction of management systems is not very important, there is a great lag, the completed work information can be displayed in the system, but as for other dynamic control, Prediction and other aspects are not very professional. The dynamic integrated management of project cost overcomes this defect well. This paper will rely on the project of Huanghuatan wind farm in Inner Mongolia, and refer to the relevant theoretical and practical data, in order to strengthen the research depth of integrated management of project cost, and carefully study the main factors that cause the lag of cost management system. The concept of integrated management is introduced. On this basis, the model of integrated management is discussed and analyzed, and the cost management system is preliminarily designed. After the establishment of the integrated control model of the whole project, the dynamic integrated management method based on the model and the optimization goal are put forward. The dynamic integrated management of the project cost of Huanghuatan wind power project is realized in an all-round way. The paper then discusses the application effect of dynamic integrated management of wind power project cost in Huanghuatan, Inner Mongolia. According to the theory of dynamic integrated management, the corresponding indexes are selected. The application effect and function of dynamic integration principle in Huanghuatan wind power project are evaluated objectively. Finally, the system is verified with an application example, and some practical suggestions are put forward. The research in this paper is of theoretical and practical significance to the project cost of Huanghuatan wind power project, and it also extends new ideas in the field of project cost research, which provides a strong reference for the theoretical research of project cost and the project practice in the future.
