输变电工程建设造价管理后评价及其实证研究

【摘要】:本文通过系统研究国内外造价管理及后评价理论,针对输变电工程建设项目造价管理后评价的重要意义,基于管理学的思想,选取南京220kV沿泰输变电工程作为实证研究案例,并结合综合评价的原则和特点,从造价管理行为、全要素造价管理、造价管理投资控制效果三个方面进行评价,为完善我国现有输变电工程造价管理体制提供一定借鉴,具有重要的学术价值和现实意义。 输变电工程建设从总体流程上分为项目决策与可研阶段、设计与招标采购阶段、建设施工阶段以及竣工验收与总结评价阶段,论文首先细致梳理了各个阶段造价管理流程及参与各方的行为要求。在此基础上,构建了输变电工程造价管理行为合规性评价指标体系,并结合国家电网相关文件,制定了相对合理的评价标准,基于综合权重的物元可拓模型对南京220kV沿泰输变电工程造价管理行为进行了评价。 输变电工程造价管理行为是全过程的,其次,造价管理的对象应该是面向全要素的,即造价、工期和质量三要素。论文借鉴赢得值法的相对指标和绝对指标,构建了全要素造价管理合理性评价标准,使赢得值法的应用更加广泛,在工程施工过程中可用于项目管理,亦可用于项目结束后对工程项目全要素造价管理合理性的评价。 输变电工程造价管理的最终目的是为了合理控制工程造价,论文从工程造价构成的角度,即建筑工程费、安装工程费、设备购置费和其它费用等方面来评价其整体造价控制率,并选取熵权模糊综合评价模型进行了实证研究。 输变电工程建设项目造价管理后评价理论体系的建立丰富了造价管理及后评价理论,为日后理论的进一步向前发展提供了参考价值,也为完善我国输变电工程造价管理体系提供了参考依据。
[Abstract]:Based on the theory of cost management and post evaluation at home and abroad, aiming at the significance of post evaluation of construction cost management of transmission and transformation project, based on the management theory, this paper selects 220 kV power transmission and transformation project along Thailand in Nanjing as an empirical study case. Combined with the principles and characteristics of comprehensive evaluation, this paper evaluates the cost management from three aspects: the behavior of cost management, the management of all elements cost, and the effect of investment control of cost management, so as to provide some reference for perfecting the existing cost management system of transmission and transformation projects in China. It has important academic value and practical significance. The construction of power transmission and transformation project is divided into project decision and research stage, design and bidding stage, construction stage, completion acceptance and summing up and evaluation stage from the overall process. Firstly, the thesis combs the cost management process of each stage and the behavior requirements of all parties involved in it. On this basis, the evaluation index system of cost management behavior compliance of transmission and transformation projects is constructed, and a relatively reasonable evaluation standard is established in combination with the relevant documents of the State Grid. Based on the matter-element extension model of comprehensive weight, the cost management behavior of 220 kV power transmission and transformation project along Thailand in Nanjing is evaluated. The behavior of cost management of transmission and transformation project is the whole process. Secondly, the object of cost management should be oriented to all elements, that is, cost, time limit and quality. Using the relative index and absolute index of winning value method for reference, this paper constructs a reasonable evaluation standard of total factor cost management, which makes the method more widely used in project management in the process of construction. It can also be used to evaluate the rationality of project cost management after the end of the project. The ultimate purpose of cost management of transmission and transformation project is to control the project cost reasonably. The paper evaluates the overall cost control rate from the aspects of construction cost, installation cost, equipment purchase cost and other expenses. And the entropy weight fuzzy comprehensive evaluation model is selected to carry on the empirical research. The establishment of post-evaluation theory system for construction cost management of transmission and transformation projects enriches the theory of cost management and post-evaluation, and provides a reference value for the further development of the theory in the future. It also provides a reference for perfecting the cost management system of transmission and transformation projects in China.
