我国食品安全政府监管体系研究

【摘要】:食品是人类生存和社会发展的物质基础,食品安全与否直接关系到每个人的身体健康甚至生命安全以及社会的和谐稳定。世界各国政府都将食品安全视为国家安全的重要组成部分,出台相关的法律法规来监管指导食品的生产、流通、消费等各种环节。随着社会的不断发展和人们生活水平的逐步提高,公众对食品的关注从数量供应转向为质量安全。近年来,我国食品安全事故时有发生,从苏丹红到三聚氰胺,从毒豆芽到致癌牛奶,从地沟油到明胶事件,使得食品安全问题成为社会最热的话题之一。食品安全存在的诸多问题,不仅引发了消费者对我国食品行业和政府监管的信任危机,甚至威胁到了我国政府的公信力。在我国社会环境下,政府监管对改善食品安全现状起到重要作用,因此如何运用科学研究和技术方法,通过政府管理手段更好地加强食品安全监管,改善食品安全现状成为政府和诸多学者的研究重点。 本文从公共管理学的角度出发,把食品安全政府监管作为研究对象,通过采用文献分析、个案分析以及归纳演绎等多种研究方法,以公共物品理论、市场失灵理论等理论为依据,阐明政府在食品安全方面加强监管的必要性,系统分析我国食品安全政府监管体系的发展现状、存在的问题及原因,最后提出改进我国食品安全政府监管体系的几点意见和建议:进一步明确监管的主体,加强责任追究,加快食品安全监管制度的建设,全面提高食品安全监管技术,营造一个良好的食品安全监管环境。
[Abstract]:Food is the material basis of human survival and social development. Food safety is directly related to everyone's health and even life safety as well as social harmony and stability. Governments all over the world regard food safety as an important part of national security, and issue relevant laws and regulations to supervise and guide the production, circulation and consumption of food. With the development of society and the improvement of people's living standard, the attention of the public on food supply has changed from quantity supply to quality safety. In recent years, food safety accidents have occurred from Sudan to melamine, from toxic bean sprouts to carcinogenic milk, from gutter oil to gelatin, which makes food safety one of the hottest topics in the society. Many problems in food safety not only lead to the crisis of consumers' trust in the food industry and government supervision, but also threaten the credibility of our government. In the social environment of our country, government supervision plays an important role in improving the present situation of food safety. Therefore, how to use scientific research and technical methods to strengthen the supervision of food safety through the means of government management, Improving the current situation of food safety has become the research focus of the government and many scholars. From the perspective of public management, this paper takes the government supervision of food safety as the research object, through the use of literature analysis, case analysis and induction and deduction and other research methods, public goods theory, Based on the theory of market failure, this paper expounds the necessity of the government to strengthen the supervision of food safety, and systematically analyzes the present situation, problems and reasons of the government supervision system of food safety in China. Finally, some suggestions and suggestions for improving the government supervision system of food safety in China are put forward: to further clarify the subject of supervision, to strengthen accountability, to speed up the construction of food safety supervision system, and to improve the technology of food safety supervision in an all-round way. Create a good food safety regulatory environment.
