中石油集团公司资金集中管理模式优化研究

【摘要】:随着中石油集团公司迅速壮大、发展,,其业务已辐射到全球,特别是海外业务的发展尤其迅速,近两年来中石油集团公司在世界《财富》排名中都列居第6位,在国际上地位显著增强,站在新起点,面临的国内外环境更加复杂多变,在快速发展的同时,资金管理的一些深层次的矛盾和问题也不断出现,对资金管理工作提出了更高的要求。资金管理如何满足快速发展的需求,是摆在中石油集团公司面前的亟待解决的现实问题。 本文首先在论述了研究的背景和面临的国内外复杂的环境分析的基础上,提出了研究的目的、意义、主要内容、研究的方法和思路;其次分析总结了国内外资金管理理论、资金管理概念的界定、国内资金集中管理的现状分析;然后以中石油集团公司为例,介绍了中石油集团公司的基本概况,资金集中管理的历程,资金集中管理的现状、存在的问题以及从内外因两个方面较为详细的分析了问题存在的成因;通过以上的分析重点介绍了中石油集团公司建设“大司库”体系的优化资金集中管理的必要性,为了跟上中石油集团业务发展的步伐,2009年中石油集团提出建设“大司库”体系项目,构建“大司库”体系的资金集中管理优化模式,并从组织创新、制度创新、流程优化和信息系统集成四个方面详细阐述。最后论述了“大司库”体系建设运行后的经济效果。
[Abstract]:With the rapid growth and development of CNPC, its business has been radiating to the world, especially the overseas business. In the last two years, CNPC has ranked 6th in the world's "Fortune" ranking. In the international community, the status has been significantly enhanced, standing at a new starting point, facing a more complex and changeable domestic and foreign environment. At the same time of rapid development, some deep-seated contradictions and problems in the management of funds are also constantly emerging. Put forward higher request to fund management work. How to meet the rapid development of capital management is a practical problem to be solved urgently in front of PetroChina. On the basis of discussing the background of the research and the complex environment analysis at home and abroad, this paper puts forward the purpose, significance, main content, research method and thought of the research, and then analyzes and summarizes the theory of capital management at home and abroad. The definition of the concept of capital management, the analysis of the present situation of the centralized management of domestic funds, and then taking the China National Petroleum Corporation as an example, introduces the basic situation of CNPC, the course of centralized management of funds, and the present situation of centralized management of funds. The existing problems and the causes of the problems are analyzed in detail from the internal and external aspects, and the necessity of optimizing the centralized management of funds in the construction of the "Big Treasurer" system of CNPC is mainly introduced through the above analysis. In order to keep up with the pace of the development of CNPC's business, in 2009, CNPC put forward the project of constructing "Big Treasurer" system, and set up the optimized mode of centralized fund management of "Big Treasurer" system, and innovated from organizational innovation and system innovation. Process optimization and information system integration are described in detail. Finally, the paper discusses the economic effect of the construction and operation of the "Big Treasurer" system.
