电网建设安全评估模型及方法研究

【摘要】:随着我国社会经济的快速发展,用户对电力需求的呈现高速增长的趋势。电网规模的更新变得越来越快,使得电网规划、建设工程的迅速增加。电网建设项目的增加首先带来的问题便是安全事故的发生会更加的频繁。如何保证在电网建设施工过程中的安全性变得越来越重要。 本文在对电网建设安全的现状进行了详细论述的基础上,通过分析国内外对电网建设安全的评估现状,将电网建设安全评估分为电网规划安全评估、电网设计安全评估、电网施工安全评估、电网验收安全评估四个方面,结合吴起县电网建设项目,建立了电网建设安全评估指标体系。该模型从四个方面反映电网建设的整体实施情况,比较全面、科学的反映电网建设安全评估问题的实质;在此基础上,本文选择用模糊层次分析法对电网建设安全评估指标体系进行评估,提出基于模糊层次分析法电网建设安全评估流程。模糊综合评判法通过模糊理论替代传统的确定性理论,即通过模糊隶属度向量来取代传统量化方法的确定性量化结果,增强了量化结果的客观性和科学性。文章最后通过对吴起县电网建设项目进行安全综合评估,验证本文建立的模型对于解决电网建设安全综合评估问题具有一定的理论意义和实用性。
[Abstract]:With the rapid development of social economy in China, the power demand of users is increasing rapidly. The renewal of power grid scale becomes faster and faster, which makes the power network planning and construction projects increasing rapidly. The first problem brought by the increase of power grid construction projects is that the occurrence of safety accidents will be more frequent. How to ensure the safety in the construction of power grid becomes more and more important. Based on the detailed discussion of the current situation of the security of power grid construction, this paper analyzes the present situation of the security assessment of the power network construction at home and abroad, and divides the security assessment of the power network construction into the security assessment of the power network planning and the safety assessment of the power network design. In this paper, the safety evaluation index system of power grid construction is established in combination with the Wuqi county power grid construction project in the four aspects of power grid construction safety assessment and grid acceptance safety evaluation. The model reflects the overall implementation of the power grid construction from four aspects, more comprehensive, scientific reflection of the essence of the safety evaluation of power grid construction; on the basis of this, In this paper, the fuzzy analytic hierarchy process (FAHP) is used to evaluate the security evaluation index system of power grid construction, and the process of security assessment based on fuzzy AHP is proposed. The fuzzy comprehensive evaluation method replaces the traditional deterministic theory by fuzzy theory, that is, the fuzzy membership vector is used to replace the deterministic quantization result of the traditional quantization method, which enhances the objectivity and scientificalness of the quantization result. Finally, through the comprehensive evaluation of the security of Wuqi county power grid construction project, it is verified that the model established in this paper has certain theoretical significance and practicability for solving the problem of comprehensive evaluation of power grid construction safety.
