中石化广东石油分公司的战略人力资源管理研究

【摘要】:中国石油化工企业曾经历经奋斗与辉煌,而今,外部环境已经发生了深刻的变化,面对着国内群雄逐鹿的竞争环境、国外大型石油化工企业巨大的竞争压力、企业业务规模的继续膨胀、以及现有管理手段的滞后,都对企业的经营能力、人力资源管理体系和其他现代管理方法提出了更新更高的要求,“变革与发展”将是中国石油化工企业的必由之路和未来几年的管理主题。中国的石油化工企业必须认识到人力资源管理的重要性,必须真正转变传统人事管理的思维和方法,从而真正的提升和塑造企业的核心竞争力;当前的石油化工企业面临着两个比较普遍的问题,一个是员工总数大,,一个是人员结构性短缺。只有清晰的认识到目前人力资源的现状,明确人力资源管理部门的职责和岗位责任,通过解决组织与人员的合理化配置,从而提高和完善员工结构和责任分工,才能形成一个新的人力资源管理体系,这也是石油化工行业发展的一个重要使命。 为此,我们通过实证调研等方法对中石化广东石油分公司企业人力资源管理现状进行了深入的分析和研究。针对中石化广东石油分公司行业的战略人力资源管理进行理论分析和夯实理论基础;将石油石化行业当前存在的人力资源管理问题进行分解,将现状与问题联系到一起,摆清楚事实,清晰其存在的不足;在经过了管理与现实状况两个层面的透析之后,我们掌握了大量的事实与问题的根源内容,进而能够有的放矢的提出解决方案和办法,通过将战略与人力资源管理的匹配关系建立,从而为我们构建起具有针对性的中石化广东石油分公司行业战略人力资源管理提供了重要的依据与保障。最后,我们通过具体的流程构建来模拟战略人力资源管理的实际运行,建立了选拔、考核、操作等工作步骤。
[Abstract]:Chinese petrochemical enterprises have gone through struggle and brilliance, now, the external environment has undergone profound changes, facing the domestic competition environment, foreign large petrochemical enterprises great competitive pressure. The continuous expansion of enterprise business scale and the lag of existing management means have put forward higher requirements for the management ability, human resource management system and other modern management methods of enterprises. "change and Development" will be the only way for Chinese petrochemical enterprises and the management theme in the next few years. China's petrochemical enterprises must realize the importance of human resource management, must really change the traditional thinking and methods of personnel management, so as to truly enhance and shape the core competitiveness of enterprises; The current petrochemical enterprises are faced with two common problems, one is the large total number of employees, the other is the structural shortage of staff. Only by clearly recognizing the current situation of human resources, clarifying the responsibilities and post responsibilities of human resources management departments, and by solving the rational allocation of organizations and personnel, thus improving and improving the structure and division of responsibilities of employees, In order to form a new human resource management system, this is also an important mission for the development of petrochemical industry. Therefore, we analyze and study the present situation of human resource management in Guangdong Petrochemical Company of Sinopec by means of empirical investigation and other methods. Aiming at the strategic human resource management of Guangdong Petrochemical Company of Sinopec, this paper makes theoretical analysis and compacts the theoretical foundation, decomposes the existing problems of human resource management in the petroleum and petrochemical industry, and links the present situation with the problems. After dialysis at the two levels of management and reality, we have grasped a large number of facts and the root cause of the problem, and then we can put forward solutions and solutions in a targeted way. By establishing the matching relationship between strategy and human resource management, this paper provides an important basis and guarantee for us to construct strategic human resource management in Guangdong Petrochemical Company of Sinopec. Finally, we simulate the actual operation of strategic human resources management through specific process construction, and establish the selection, assessment, operation and other work steps.
