宁东地区风电接纳能力分析及应用研究

【摘要】:2012年随着我国《风电发展“十二五”规划》的出台,明确了未来风电发展目标,到2015年并网装机容量达到1亿千瓦,到2020年装机容量达到2亿千万,从规划的内容中我们可以清晰的看出国家对风电能源产业发展的重视。与此同时,2012年,随着我国风电装机快速增长,局部地区电网弃风限电现象严重,据统计全国弃风电量总计约200亿千瓦时,许多与风电相关企业出现了亏损或利润大幅降低,引起了国家电力行业对于风电发展的高度重视。 在可再生能源中,风电是目前技术最成熟、最具规模化开发条件和商业化运维的新能源。特别是在减排温室气体、应对全球气候变暖的形势下,受到世界各国的关注。“十一五”时期,我国风电得到了快速发展,装机容量连续增长,并在局部地区实现了大规模风电并网,但随着风电装机容量的快速增长,局部地区或电网出现调峰调频困难、风电的利用小时数下降、风电弃风限电现象时有发生等问题,导致风电接纳能力成为制约风电可持续健康发展的重要因素。 本文从宁东地区风电接纳能力计算入手,分析统计宁东地区风力资源现状、风力发电特性、电源结构、调峰情况等影响风电可接纳能力的因素,充分考虑风电特性对调峰影响的基础上,计算宁东地区风电接纳能力。同时利用成本效益分析工具,对宁东地区风电接纳的成本和效益进行分析,并给计算结论:在2017年,宁东风电接纳的边际效益等于边际成本时,宁东地区风力资源得到最大限度的利用,反之则造成风电投资的浪费。本文对宁东地区风力发电的可持续发展提供技术支持,对电网企业发展规划宁东地区电网建设有指导意义,对于发电企业无序开发风电资源给予风险提示。
[Abstract]:With the introduction of the 12th Five-Year Plan of Wind Power Development in China in 2012, the future wind power development target has been defined. By 2015, the connected grid installed capacity will reach 100 million kilowatts, and by 2020, the installed capacity will reach 200 million. From the content of the plan we can clearly see the country's attention to the development of wind energy industry. At the same time, in 2012, with the rapid growth of wind power installation in China, the phenomenon of abandoned wind and limited power in local power grids is serious. According to statistics, the total amount of abandoned wind power in the whole country is about 20 billion kilowatt-hours, many wind power-related enterprises have suffered losses or profits have decreased substantially. Has caused the national electric power profession to the wind power development high attention. In renewable energy, wind power is the most mature technology, the most large-scale development conditions and commercial operation and maintenance of new energy. Especially in the situation of reducing greenhouse gases and dealing with global warming, the world pays close attention to it. During the 11th Five-Year Plan period, wind power in China has been developed rapidly, the installed capacity has been continuously increased, and large-scale wind power grid has been realized in local areas. However, with the rapid growth of wind power installed capacity, it is difficult to adjust peak frequency and frequency in local areas or power grids. The decrease in the number of hours of wind power utilization and the frequent occurrence of wind power abandonment and power limit lead to the wind power acceptance ability becoming an important factor restricting the sustainable and healthy development of wind power. Starting with the calculation of wind power acceptance capacity in Ningdong area, this paper analyzes the factors that affect the wind power acceptability, such as the current situation of wind power resources, the characteristics of wind power generation, the power supply structure, the peak shaving situation, etc. On the basis of fully considering the influence of wind power characteristics on peak shaving, the wind power acceptance capacity in Ningdong area is calculated. At the same time, using the cost-benefit analysis tool, the paper analyzes the cost and benefit of wind power acceptance in Ningdong area, and gives the calculation conclusion: in 2017, when the marginal benefit of Ningfeng power admission is equal to the marginal cost, The wind power resources in Ningdong area are utilized to the maximum extent, otherwise the wind power investment is wasted. This paper provides technical support for the sustainable development of wind power generation in Ningdong area, has guiding significance for the grid construction in Ningdong area, and gives a risk hint for the disorderly development of wind power resources in power generation enterprises.
