A市供电公司电力调度中心建设工程风险管理研究

【摘要】:本文将项目风险管理理论应用于A市电力公司电力调度中心建设工程具体的建设项目实践中,从项目风险的整个流程——风险识别、风险评价、风险应对、风险监控来对A市电力公司电力调度中心建设工程进行风险管理。在风险识别与评价中,采用定性与定量结合,建立数学模型,通过模糊层次分析法将难以确定边界的内容定量化,有效的量化识别与评价了A市电力公司电力调度中心建设工程中存在的众多风险。此后本文借鉴风险应对与风险控制的主要措施,介绍了A市电力公司电力调度中心建设工程施工中采取的风险管理措施,同时提出了风险应对与监控的改进建议,有利于减少该项目风险的损失,保证预期目标的顺利实现。 本文的研究思路采取的是从理论到实践应用的方式。在引入本文的研究背景以及简要介绍国内外对于项目风险管理以及模糊层次分析法的研究现状后,介绍了项目风险管理理论,系统阐述了项目风险管理的整个流程以及每个流程主要应用的方法或对策,其中重点介绍了层次分析法、模糊综合分析法以及模糊层次分析法的评价步骤。引入了A市电力公司电力调度中心建设工程,系统介绍了该项目以及项目的施工方,目的是为了对该项目进行必要性与可行性分析。经过分析,发现A市进行电力系统升级造成前供电中心无法满足现在需求,该建设该项目具有很强必要性。同时,项目具有前期规划完善、项目相关方建筑设计经验丰富、技术领先的可行性。 本文从项目风险管理的动态流程角度对A市电力公司电力调度中心建设工程进行风险管理,采用定性定量相结合方法,研究结果较为科学,有利于增强建筑施工项目风险防范意识,提高建筑施工项目参与者的管理水平,具有一定的理论和实用价值。
[Abstract]:In this paper, the project risk management theory is applied to the construction project practice of power dispatching center of A City Electric Power Company, from the whole process of project risk identification, risk evaluation, risk response, Risk monitoring to the A City Electric Power Company Power dispatching Center construction project risk management. In the process of risk identification and evaluation, a mathematical model is established by combining qualitative and quantitative analysis, and the content of the boundary is difficult to be determined by fuzzy analytic hierarchy process (FAHP). The risk of power dispatching center construction in A City Electric Power Company is effectively identified and evaluated. From then on, the paper introduces the risk management measures adopted in the construction of power dispatching center of A City Electric Power Company, and puts forward some suggestions for improving the risk response and monitoring, based on the main measures of risk response and risk control. It helps to reduce the risk loss of the project and ensure the smooth realization of the expected goal. The research idea of this paper is from theory to practice. After introducing the research background of this paper and briefly introducing the research status of project risk management and fuzzy analytic hierarchy process at home and abroad, the theory of project risk management is introduced. The whole process of project risk management and the main application methods or countermeasures of each flow are described systematically. The evaluation steps of analytic hierarchy process, fuzzy comprehensive analysis and fuzzy analytic hierarchy process are emphatically introduced. This paper introduces the construction project of power dispatching center of A city electric power company, and systematically introduces the project and the construction side of the project. The purpose is to analyze the necessity and feasibility of the project. After analysis, it is found that the power supply center in A city can not meet the current demand due to the upgrading of the power system, and the construction of the project is very necessary. At the same time, the project has a comprehensive planning, project related to the building design experience, the feasibility of leading technology. From the point of view of the dynamic process of project risk management, this paper carries out risk management for the power dispatching center construction project of A City Electric Power Company. The qualitative and quantitative method is adopted, and the research results are more scientific. It is beneficial to strengthen the risk prevention consciousness of construction project and improve the management level of construction project participants, which has certain theoretical and practical value.
