甘肃平凉地区煤化工发展的环境资源制约因素及对策研究
[Abstract]:With the increase of energy consumption and the depletion of petroleum resources, every country in the world is facing severe energy strategic problems in the 21st century. However, China is a country with "rich coal, less oil and less gas", and vigorously develops the coal chemical industry. It is of great strategic significance to supplement the shortage of domestic oil and gas resources, meet the demand of chemical products, reduce the degree of dependence of oil on the outside, and ensure energy security. Coal chemical industry, as a new industry, has the characteristics of large energy consumption, large water consumption and large amount of waste production. In the process of its development, coal resources, water resources, ecology, environment, technology, capital and social supporting conditions are required. However, in the early stage of its development, some places, regardless of the carrying capacity of resources, ecology, environment and so on, appeared blind planning, competing with each other in the momentum of coal chemical projects, which led to unreasonable utilization of resources and insufficient attention to environmental protection. A series of problems, such as lack of management, are not conducive to the long-term, stable and sustainable development of coal chemical industry. In this paper, the coal chemical industry in the western part of China-Pingliang area of Gansu Province is taken as the research object. Firstly, the status quo and problems existing in the development process of the coal chemical industry at home and abroad are summarized in detail. And listed the main, typical coal chemical policy, this part has laid the foundation of this paper. Secondly, this paper on the status quo of coal chemical industry development in Pingliang, Gansu Province, industrial chain structure, The development trend and regional environmental resources are analyzed in detail. According to the results of the analysis, the problems existing in the development of coal chemical industry in this area and the corresponding environmental resource constraints are found out, and finally, according to the existing problems and the corresponding restrictive factors, This paper puts forward the development countermeasure system of coal chemical industry, which is divided into five parts, namely, source prevention countermeasure, process control countermeasure, pollution control countermeasure, recycle transformation stage countermeasure and environment management countermeasure. The circular transformation of coal chemical industry is regarded as the key countermeasure to solve the problems existing in the development of local coal chemical industry and the corresponding environmental constraints. On this basis, this paper has established a set of evaluation index system of coal chemical industry circular transformation level, determined the weight of each index in the index system by analytic hierarchy process, and combined with the evaluation method of linear weighting. This paper evaluates the development level of coal chemical industry in Pingliang area, presents the optimized circular economic industrial chain of coal chemical industry, and analyzes the benefit of recycling transformation of industrial chain. In order to provide reference suggestions for the development of coal chemical industry in western China.
