省级电力企业检修公司综合计划管理模式研究

【摘要】:随着中国经济的快速发展和中国电力体制改革步伐的不断加快,电力企业面临的宏观形势和内部环境已经发生了深刻的变化。在全面建立电力生产市场化的背景下,电力企业所采用的计划管理模式的弊端日趋明显,该管理模式无法完全摆脱经验管理的束缚,缺乏全局观念和统筹思考,在工作中部门间缺乏有效的沟通与协调,无需的重复性工作较多,直接影响了工作效率,制约了计划体系的建设改进,影响了电力企业的经济效益。 综合计划是企业的年度经营计划,是在企业战略、规划的指导下,充分考虑了企业内外条件约束的情况下,确定的企业年度经营目标和实现目标的安排。综合计划管理作为一种先进的管理模式,融合了现代企业管理中的系统管理、目标管理、量化管理、过程管理、信息化管理等先进管理理念,是统领企业各项目标和工作的纲领,是加强集约管理、精细过程管理和控制的有效手段,是把经营工作的各个环节归入目标、完善内部制度、提高企业效益和效率、促进企业可持续发展实施的重要举措。在电力企业中开展综合计划管理有助于更好地落实国家的发展战略和服务于社会经济的发展和人民生活水平的提高。 本文从综合计划管理的基础理论出发,系统地研究了综合计划管理的组织、流程、指标和考核评估四大体系,并将综合计划、全面预算、综合统计、经济活动分析、绩效考核等五个方面纳入到综合计划流程体系中,完善了综合计划管理体系。在此基础上,结合国内外企业经营管理的先进理念和经验,提出了电力企业检修公司的综合计划管理模式,并建立了电力企业检修公司的综合计划管理指标体系和考核评估方法,为实现企业目标提供了确切的依据。
[Abstract]:With the rapid development of China's economy and the accelerating pace of China's electric power system reform, the macro situation and internal environment faced by electric power enterprises have undergone profound changes. Under the background of establishing electricity production marketization in an all-round way, the disadvantages of the plan management mode adopted by electric power enterprises are becoming more and more obvious. The management mode can not completely get rid of the shackles of experience management, and lacks the overall concept and overall thinking. The lack of effective communication and coordination among the departments in the work, the need for more repetitive work, directly affects the working efficiency, restricts the construction and improvement of the planning system, and affects the economic benefits of the electric power enterprises. The comprehensive plan is the annual business plan of the enterprise. Under the guidance of the enterprise strategy and plan, the enterprise has fully considered the internal and external constraints of the enterprise, and has determined the annual business objectives and the arrangements to achieve the objectives. As an advanced management model, integrated planning management integrates advanced management concepts such as system management, target management, quantitative management, process management, information management, etc. It is the effective means to strengthen the intensive management, fine process management and control, to put all aspects of the management work into the goal, to perfect the internal system, and to improve the efficiency and efficiency of the enterprise. The important measures to promote the sustainable development of enterprises. Comprehensive planning management in electric power enterprises is helpful to implement the national development strategy and serve the development of social economy and the improvement of people's living standard. Based on the basic theory of integrated plan management, this paper systematically studies the organization, process, index and evaluation system of integrated plan management, and analyses the comprehensive plan, comprehensive budget, comprehensive statistics, economic activity analysis. Five aspects of performance appraisal are incorporated into the integrated planning process system, and the integrated plan management system is improved. On this basis, combined with the advanced ideas and experiences of domestic and foreign enterprises, the comprehensive plan management mode of electric power enterprise maintenance company is put forward. The comprehensive plan management index system and assessment method of the electric power enterprise overhaul company are established, which provides a definite basis for the realization of the enterprise goal.
