胜利地质院科技领军人才管理机制研究

【摘要】:本研究从厘清科技领军人才定义概念入手,论述其内涵特征和作用地位,结合人力资源管理一般原理和方法,确定科技领军人才管理机制的构成要素,,并展开初步的要素分析,提出科技领军人才管理机制构建的基本原则和应当重点关注的方面。以此为基础,界定了胜利地质院科技领军人才的范围和定位特征,考察其管理现状,指出存在的突出问题,并对存在问题的体制机制原因作简要分析,然后有针对性提出胜利地质院科技领军人才管理必须突破现有的体制政策限制,给予科技领军人才特殊的机会及政策待遇,建立以“人才特区”为核心理念的科技领军人才管理机制。最后,本研究从统筹配套的科技领军人才岗位规划、内外结合的科技领军人才遴选方式、高端配置的科技领军人才开发模式、灵活多样的科技领军人才薪酬制度设计、创新求异的科技领军人才绩效考核体系等五个方面对胜利地质院科技领军人才管理机制进行论述和构建,提出一系列切实可行政策措施和开拓探索性构想。
[Abstract]:This research begins with clarifying the definition concept of scientific and technological leaders, discusses its connotation characteristics and role status, combines the general principles and methods of human resource management, determines the constituent elements of the scientific and technological leaders' talent management mechanism, and carries out a preliminary analysis of the elements. This paper puts forward the basic principles of the construction of the management mechanism of scientific and technological leaders and the aspects that should be paid more attention to. On this basis, this paper defines the scope and positioning characteristics of the scientific and technological leaders in Shengli Geological Institute, investigates its management status, points out the outstanding problems, and briefly analyzes the reasons for the institutional mechanism of the existing problems. Then it is pointed out that the management of scientific and technological leaders in the Shengli Geological Institute must break through the existing institutional and policy restrictions, and give special opportunities and policy treatment to the scientific and technological leaders. To establish the management mechanism of scientific and technological leaders with the core idea of "special zone of talents". Finally, this research from the overall planning of scientific and technological leaders, internal and external combination of scientific and technological leaders selection mode, high-end deployment of scientific and technological leaders development model, flexible and diverse salary system design of scientific and technological leaders, This paper discusses and constructs the management mechanism of scientific and technological leaders in Shengli Geological Institute from five aspects, such as innovating the performance appraisal system of scientific and technological leaders, and puts forward a series of practical policy measures and exploratory ideas.
