NGO参与食品安全监管问题与对策研究
[Abstract]:With the development of social economy and the improvement of people's living standard, the broad masses of people put forward higher demands on the quality of life, including food safety, on the basis of solving the problem of basic food and clothing. However, no matter how hard the government makes efforts, the problem of food safety in our country is still unsatisfactory, and food safety incidents are frequently reported. The contradiction between the low level of food safety supervision and social development and the people's high demand for food safety is becoming more and more obvious. The current situation of food safety supervision under the background of government failure and market failure requires us to seek a more effective way of supervision under the participation of non-governmental organizations, which is the goal of this paper. First of all, on the basis of the research results and practical experience of NGOs' participation in food safety supervision, this paper makes a theoretical analysis on the feasibility of NGOs' participation in food safety supervision. It is considered that the participation of NGOs in food safety regulation in China is determined by the failure of government and market and the characteristics of NGOs themselves. Secondly, through the analysis of the current situation and problems of NGO's participation in food safety supervision in China, it is found that "the status and recognition of NGO in supervision is not high, and the strength of NGO involved in supervision is scattered." The improper positioning of NGO itself is the cause of the insufficient participation of NGOs in food safety supervision in China. On the basis of the current situation of our country's non-governmental organizations participating in food safety supervision and the situation of our country, this paper puts forward some countermeasures for non-governmental organizations to participate in food safety supervision: strengthening the support of national policies and perfecting the construction of non-governmental organizations themselves. With the help of social forces to supervise, etc. Finally, through the empirical analysis of Dalian Food Culture (Food and Beverage) Association participating in food safety supervision, the paper further verifies the feasibility and advantages of non-governmental organizations participating in food safety supervision. It is hoped that this study can provide a new idea for food safety supervision and escort in China from the angle of NGO participation.
