中石油“集中报销平台”体系研究

【摘要】:为进一步探索建立和完善“国际一流”的财务管理体系,建设综合性国际能源公司,根据目前中石油公司财务管理的实际情况,研究者借鉴国际公司经验,在集中报销业务上开展共享服务模式的初步尝试,升级原网上报销系统,发行公司卡,,形成集团公司集中报销平台,优化、规范、统一相关标准和流程,强化对非生产性支出的全面管控,降低运营成本,加强财务职能管理,同时为以后的集团公司财务共享中心的建设积累经验,创造条件,统一思想。 本文针对中石油的实际情况与战略发展,按照国际化的共享服务理念和管理模式,开展集中报销平台的研发和实施方案规划,更加有效的服务于企业生产经营,促进企业的长远发展。系统开发和应用注重统筹规划,实现与各类财务系统、业务系统的集成整合、相互共享,便于集中管理和人员使用,切实减轻财务人员的工作负荷,为财务人员工作职能转变创造条件,有效发挥系统平台对集中报销工作的支撑作用。
[Abstract]:In order to further explore the establishment and perfection of "international first-class" financial management system, and to build a comprehensive international energy company, according to the actual situation of financial management of PetroChina at present, researchers learn from the experience of international companies. A preliminary attempt to develop a shared service model in centralized reimbursement business, upgrade the original online reimbursement system, issue corporate cards, form a centralized reimbursement platform for group companies, optimize, standardize, and unify related standards and processes, Strengthen the overall control of non-productive expenditure, reduce operating costs, strengthen the management of financial functions, and at the same time accumulate experience, create conditions and unify ideas for the construction of financial sharing centers in future group companies. In view of the actual situation and strategic development of PetroChina, according to the international shared service concept and management model, this paper carries out the research and development and implementation program planning of the centralized reimbursement platform, so as to serve the production and operation of the enterprise more effectively. To promote the long-term development of enterprises.
