输变电资产安全效能成本(SEC)分析及应用研究

【摘要】:电力企业作为资产密集型企业,其设备资产存在成本投入大、运行周期长、安全可靠性高等特点。随着国家电网公司资产全寿命周期管理要求和华北电网有限公司对生产精益化管理要求的深入开展,节约资产全寿命周期成本,确保设备运行安全已成为提升电力企业经营效益的焦点。 本文详细介绍了输变电资产安全效能成本(SEC)在电力企业中的实际应用。主要以承德供电公司为例。承德供电公司按照华北电网有限公司生产技术部的统一部署,在各生产单位的大力支持下,完成了部分典型设备的资产周期成本计算,输变电资产安全效能成本分析为下一步平衡安全、效能、成本之间的关系提供依据。本论文以袁庄220kV变电站2号主变压器、袁庄220kV变电站2211断路器以及220kV承袁二线为例,,对资产相关参数和影响因子进行了研究,得出了安全效能成本计算模型,为下一步全面推广SEC提出了合理的实施细则。
[Abstract]:As an asset intensive enterprise, electric power enterprise has the characteristics of large cost investment, long operation period, high safety and reliability, and so on. With the development of asset life cycle management requirements of State Grid Company and the production Lean Management requirements of North China Power Grid Co., Ltd., the cost of asset life cycle can be saved. To ensure the safety of equipment operation has become the focus of improving the operation efficiency of electric power enterprises. This paper introduces in detail the practical application of (SEC) in electric power enterprises. Mainly take Chengde power supply company as an example. Chengde Power supply Company has completed the asset cycle cost calculation of some typical equipment in accordance with the unified deployment of the production technology department of North China Power Grid Co., Ltd. And with the support of various production units. The cost analysis of power transmission assets safety effectiveness provides the basis for the next step to balance safety, efficiency and cost. Taking the main transformer No. 2 of Yuanzhuang 220kV substation, the 2211 circuit breaker of Yuanzhuang 220kV substation and the second line of 220kV Chengyuan as examples, this paper studies the asset related parameters and influence factors, and obtains the calculation model of safety efficiency cost. For the next comprehensive promotion of SEC put forward reasonable implementation rules.
