我国三大石油公司海外石油区块投资竞合研究

【摘要】:近年来,中石油、中石化、中海油三大石油公司响应国家“走出去”战略,在中东、非洲、南美等海外油气市场的石油区块投资业务取得了丰硕的成果。随着三大石油公司开拓海外市场的步伐加快,海外投资过度竞争、缺乏合作的现象屡屡发生,短期内不仅造成了石油企业自身利益的损失,长期来看,对我国的能源安全非常不利。因此,引导三大石油公司在海外投资市场实施竞合策略,联合竞争,协调相互之间的关系,,避免“内耗”成为亟需解决的问题。 本文以三大石油公司海外石油区块投资过程中的竞合策略为研究对象,旨在协调三大石油公司在开拓海外市场过程中的竞合关系,以降低海外石油区块开发的成本,减少“内耗”。首先,介绍了竞合理论的主要内容,为三大石油公司的竞合提供理论基础;其次,研究了三大石油公司海外石油区块投资的现状,取得了巨大的成果,但也存在海外“撞车”、“内耗”、成功率低、利润空间小等问题,并对其产生的原因从观念认识、组织协调、沟通协调等方面进行分析,得出三大石油公司要开展合作竞争的结论;然后,从竞合导向、企业策略、政府政策建议三个方面展开研究,提出竞合的具体策略。三大石油公司在海外石油区块投资的过程中不同的阶段要有不同的竞合导向,企业和政府要针对不同的竞合关系采取不同的策略及措施。企业层面,三大石油公司在合作方面,要将竞合提高到战略地位,加强石油产业链间的合作,建立海外石油项目开发的联合体,加强沟通与交流,并签定相关的竞合协议,以公平的利益分配保障竞合策略的实施;在竞争方面,三大石油公司要提升竞合博弈地位,在内部建立竞争鼓励机制,在外部引入其他石油企业参与竞争。政府层面,要制定优惠的财政、税收、金融以及奖励政策加以引导,并通过完善法律制度、建立促进组织体系、开展能源外交等为三大石油公司在海外避免“内耗”、联合对石油区块投资提供保障。
[Abstract]:In recent years, CNPC, Sinopec and CNOOC have made fruitful achievements in their investment business in oil and gas blocks in overseas oil and gas markets such as the Middle East, Africa and South America in response to the national "going out" strategy. With the rapid development of overseas markets by the three major oil companies, the over-competition of overseas investment and the lack of cooperation have occurred frequently. In the short term, this has not only resulted in the loss of oil enterprises' own interests, but also in the long run. It is unfavorable to the energy security of our country. Therefore, it is an urgent problem to guide the three oil companies to implement the competition strategy in the overseas investment market, to coordinate the relationship between each other and to avoid "internal friction". In this paper, the strategy of competition and cooperation in the investment process of overseas oil blocks of three major oil companies is taken as the research object. The purpose of this paper is to coordinate the competition and cooperation among the three major oil companies in the process of opening up overseas markets in order to reduce the development cost of overseas oil blocks. Firstly, it introduces the main contents of the theory of competition and cooperation, which provides the theoretical basis for the competition and cooperation of three major oil companies.
