陕西延长中煤榆林能源化工有限公司发展战略研究

【摘要】：我国西部地区因能源资源丰富且集中性较好被称为“中国的能源硅谷”。陕西延长中煤榆林能源化工有限公司由国有大型企业延长石油集团与中煤能源共同组建,目的就是为了充分发挥榆林靖边丰富的油气煤盐等资源综合优势,实现资源就地转化和高效开发,推动延长石油集团产业结构的调整和陕北能源化工基地的建设。同时,该公司在推动西部经济转型、把握西部经济发展机遇方面承载了重要角色,其战略规划和选择对西部地区经济发展起着良好的带头作用,给西部地区相关联行业应对产业升级转型带来重要示范作用。因此,如何使榆林能源化工有限公司在中国转轨经济的背景下充分发挥主动性和创造性,运用科学的战略经营管理方法,实现企业战略经营管理实践范式的创新是本文研究的主要内容。 本文围绕榆林能源化工公司的发展战略进行全面系统阐述,在对国内外相关企业战略文献进行总结评价的基础上,对该公司宏观战略环境、行业战略环境以及企业战略环境的分析,在延长石油集团的总体战略指导下,利用SWOT战略分析方法为其制定科学的发展战略方针以及企业总体战略规划,分别从多元化经营、规模发展、纵向一体化等三方面进行了详细阐述。另外,本文还提出了组织体系、人力资源、资金投入、企业文化、风险控制五个方面的保障措施。这样才能充分发挥公司资源组合(油／气／煤／盐)优势,突出资源综合利用发展特色,与发展机遇相结合,开辟一条石化原料生产多元化的新途径。 本文的研究为榆林能源化工公司如何充分利用资源优势和技术优势来实现其发展战略目标提供了新的思路,不仅可以提高资源的利用效率,谋求可持续发展道路,落实了科学发展观和循环经济的理念,对靖边县的经济发展具有重要意义,同时对于延长集团“十二五”计划的实施具有示范效应和战略性意义；另一方面对提高靖边县化工产业地位、促进区域经济发展也具有重要意义。
[Abstract]:The western region of China is called "China's Energy Silicon Valley" because of its rich energy resources and good concentration. Shaanxi Yanchang Coal Yulin Energy and Chemical Co., Ltd. was set up by Yanchang Petroleum Group and China Coal Energy Co., Ltd., a large state-owned enterprise, in order to give full play to the comprehensive advantages of abundant oil, gas, coal, salt and other resources in Yulin Jingbian. To realize the local transformation and efficient development of resources, to promote the adjustment of the industrial structure of Yanchang Petroleum Group and the construction of energy and chemical base in Northern Shaanxi. At the same time, the company has played an important role in promoting the economic transformation of the western region and grasping the opportunities for the economic development of the western region, and its strategic planning and selection have played a good leading role in the economic development of the western region. To the western region related industries to industrial upgrading and transformation to bring an important role in demonstration. Therefore, how to make Yulin Energy and Chemical Co., Ltd., under the background of China's transition economy, give full play to its initiative and creativity, and use scientific strategic management methods, It is the main content of this paper to realize the innovation of enterprise strategic management practice paradigm. In this paper, the development strategy of Yulin Energy and Chemical Company is expounded in a comprehensive and systematic way. Based on the summary and evaluation of domestic and foreign related enterprise strategic documents, the macro strategic environment of Yulin Energy and Chemical Company is discussed. Under the guidance of the general strategy of Yanchang Petroleum Group, the industry strategic environment and the strategic environment of the enterprise are analyzed. Under the guidance of the overall strategy of Yanchang Petroleum Group, the scientific development strategy policy and the overall strategic planning of the enterprise are formulated by using the SWOT strategic analysis method. The development of scale, vertical integration and other three aspects are described in detail. In addition, this paper also puts forward five guarantee measures: organization system, human resources, capital investment, corporate culture and risk control. In this way, we can give full play to the advantages of the company's resource combination (oil / gas / coal / salt), highlight the characteristics of comprehensive utilization and development of resources, combine with the opportunity of development, and open up a new way to diversify the production of petrochemical raw materials. The research in this paper provides a new way for Yulin Energy and Chemical Company to make full use of its resource advantage and technology advantage to realize its development strategic goal, which can not only improve the utilization efficiency of resources, but also seek the way of sustainable development. The implementation of the concept of scientific development and circular economy is of great significance to the economic development of Jingbian County and to the implementation of the 12th Five-Year Plan of the Yanchang Group. On the other hand, it is of great significance to improve the status of chemical industry in Jingbian County and promote the development of regional economy.
