基于灰色理论的衡水配电网建设工程综合评价研究

【摘要】:随着我国国民经济的发展,电力用户对电力供应的可靠性和电力服务的要求越来越高,市场经济的建立与电力体制改革的推进,对电力企业自身的供电能力和电力服务水平也提出了更高的要求,供电企业正面临着前所未有的机遇和挑战,电力工业基于此也得到了蓬勃发展。配电网是电力系统的重要组成部分,其建设发展水平对电力用户的用电质量和供电能力有直接影响,同时它也是影响电力系统节能降耗程度的关键,要克服配电网发展建设中的障碍,就要对配电网建设工程进行整体的综合评价,以发现、分析配电网建设中所存在的问题,,从而对配电网进行合理的建设。构建科学合理、行之有效并且符合实际情况的配电网建设工程综合评价指标体系在对配电网建设进行设计指导上具有重要意义。 本文从国内外配电网建设的发展现状出发,介绍了配电网在电力系统中的重要地位、配电网设计的主要特点,以及配电网发展的必要性和配电网建设时应当考虑的主要问题,在对理论进行了解的基础上,本文对影响配电网建设工程综合评价的因素进行了定性和定量的分析,总结出主要影响因素,由此构建配电网建设工程综合评价指标体系,并根据评价指标的特点和配电网建设工程的实际情况构造了配电网建设工程综合评价模型,即基于灰色理论的配电网建设综合评价模型,然后通过对衡水供电公司配电网建设程进行综合评价做了实证分析,本文的研究为配电网建设工程中相关工作提供了决策的依据,也为同类电力系统建设工程的评价提供了参考。
[Abstract]:With the development of our national economy, the reliability of power supply and the demand of electric power service are higher and higher. The establishment of market economy and the promotion of electric power system reform. The power supply enterprises are facing unprecedented opportunities and challenges, and the electric power industry has also developed vigorously based on the higher demand for the power supply capacity and the power service level of the power enterprises themselves. Distribution network is an important part of power system, its construction and development level has a direct impact on the power quality and power supply capacity of power users, and it is also the key to affect the power system energy saving and consumption reduction. In order to overcome the obstacles in the development and construction of distribution network, it is necessary to make a comprehensive evaluation of the construction project of distribution network, to find out the existing problems in the construction of distribution network and to carry out reasonable construction of distribution network. It is of great significance to construct a scientific, reasonable, effective and practical comprehensive evaluation index system for distribution network construction. Based on the present situation of distribution network construction at home and abroad, this paper introduces the important position of distribution network in power system, the main characteristics of distribution network design, the necessity of distribution network development and the main problems that should be considered in distribution network construction. On the basis of understanding the theory, this paper analyzes the factors influencing the comprehensive evaluation of distribution network construction project qualitatively and quantitatively, summarizes the main influencing factors, and constructs the comprehensive evaluation index system of distribution network construction project. According to the characteristics of the evaluation index and the actual situation of the distribution network construction project, the comprehensive evaluation model of the distribution network construction project is constructed, that is, the comprehensive evaluation model of the distribution network construction based on the grey theory. Then through the comprehensive evaluation of the distribution network construction process of Hengshui Power supply Company, this paper provides the decision basis for the relevant work in the distribution network construction project. It also provides a reference for the evaluation of similar power system construction projects.
