国内电价机制及绿色电力研究

【摘要】:随着人们对环境保护的要求越来越高,电力市场的改革越来越深入,近年来可再生能源引起了人们的强烈关注。风电作为一种主要的可再生能源得到越来越多的利用,风力发电的总电量在电力系统中占据的比例越来越大。风电由于其在投资成本,发电受到自然条件的强烈限制等等原因,其发电成本要高于普通的火电和水电成本。本文通过研究风电的价格—绿色电价的竞价机制来促进风电的蓬勃发展。 本文在以往风电研究的基础上,但不拘泥于以往的风电电力市场模式研究,而是从风电成本测算与环境成本测算来向公众展现风电的高价以及火电的低价原因,使公众对于可再生能源的高电价的形成原因有个更清晰的认识。结合山东电网的电价的理论计算和实际电价的比较,最后对我国的目前的电力市场环境下的风电发展提供一些建议。 (1)总结了国内外绿色电力发展现状,国外对可再生能源电力的研究已经有了不少成就,而国内绿色能源的发展才刚刚起步。 (2)通过对风电特性进行研究,在风电发电量基础上对风电成本进行计算。得出风电单位成本。计算风电边际成本主要包括风电的投资建设成本,运行维护成本,财务成本,机会成本。依据已有的统计数据,计算得出风电场的边际成本约为0.726元/KWh。 (3)对环境成本进行计算。主要研究了环境成本计算方法,本文中使用直接成本法对环境成本进行简单计算。在计算环境成本时使用了经济学中的效用理论。得出环境成本约为0.399元/KWh。 (4)在风电成本测算和以及环境成本测算基础上,进行可再生能源发电(这里主要指风电,包括光伏发电等)成本和传统能源发电(火电、水电)成本的比较,有针对性的提对我国当前的经济环境下促进绿色电力发展的建议。
[Abstract]:With the increasing demand for environmental protection and the deepening reform of the electricity market, renewable energy has attracted strong attention in recent years. As a main renewable energy, wind power is used more and more, and the total power of wind power takes up more and more proportion in the power system. The cost of wind power generation is higher than that of ordinary thermal power and hydropower because of its investment cost and strong limitation of natural conditions. This paper studies the bidding mechanism of wind power price-green electricity price to promote the vigorous development of wind power. Based on the previous wind power research, but not confined to the previous wind power market model research, but from the wind power cost and environmental cost measurement to show the public the high price of wind power and the reasons for the low price of thermal power. To give the public a clearer understanding of the causes of high electricity prices for renewable energy. Combined with the theoretical calculation of the electricity price of Shandong power grid and the comparison of the actual electricity price, some suggestions are provided for the development of wind power under the current electricity market environment in China. The main contents are as follows: (1) the present situation of green power development at home and abroad has been summarized. There have been many achievements in the research of renewable energy power in foreign countries, but the development of green energy in China has just started. (2) the cost of wind power is calculated on the basis of wind power generation. The unit cost of wind power is obtained. The marginal cost of wind power mainly includes the cost of investment and construction, the cost of operation and maintenance, the cost of finance and the cost of opportunity. According to the available statistical data, the marginal cost of wind farm is calculated to be about 0.726 yuan / KWh.. (3) calculate the environmental cost. In this paper, the direct cost method is used to calculate the environmental cost. The utility theory of economics is used to calculate environmental costs. The environmental cost is about 0.399 yuan / KWh.. (4) on the basis of wind power cost calculation and environmental cost measurement, the cost of renewable energy generation (mainly wind power, including photovoltaic power generation, etc.) is compared with that of traditional energy generation (thermal power, hydropower). Some suggestions are put forward to promote the development of green electric power under the current economic environment of our country.
