营配一体化项目后评价研究及应用

【摘要】:随着经济发展,电力供应增长迅速,对供电企业各方面都提出了新的要求。营配一体化系统是以先进的管理思想为指导,通过信息技术手段整合配电、营销业务流程,为供电部门在日常检修、快速复电、优质服务方面提供了一套很好的解决方案。营配一体化后评价是为了对营配项目作一个总体的评价,为营配后续项目建设提供经验和教训。 本文首先介绍营配一体化项目后评价研究背景和意义,阐述项目后评价在国内外的研究发展状况以及营配一体化项目后评价研究状况,系统介绍了营配一体化后评价的基本理论和体系的设计。综合运用了文档审查法、有无对比法、逻辑框架法、层次分析法等后评价方法,从营配一体化项目的项目目标、项目管理过程、项目的效益、项目可持续性四大方面构建了营配一体化项目后评价体系。运用层次分析法确定了指标权重,并确立了营配一体化体系的具体应用方法。最后,通过运用前面建立的评价体系,结合项目相关信息,收集的数据等,对JM供电局营配一体化项目的进行后评价。验证了前面构建的评价体系的正确性,指出了项目过程中存在的薄弱环节,检验了JM供电局营配一体化项目成功与否,项目的预期目标是否达到,项目规划是否合理,项目的主要效益指标是否实现,从中得到哪些经验和教训等。同时,对今后类似项目在建设过程中提出了一些建议。通过对JM供电局项目的后评价,实现对项目的全面的总结,不断提高项目决策、前期、实施、运行过程中的管理水平,促进信息化决策水平、信息化建设效益、提升信息化管理能力,建立规范、系统、有效的信息化项目后评价工作管理机制。
[Abstract]:With the development of economy and the rapid growth of power supply, new requirements have been put forward to all aspects of power supply enterprises. The integrated system of management and distribution is guided by advanced management ideas and provides a set of good solutions for power supply departments in daily maintenance, rapid restoration and high-quality service through the integration of distribution and marketing business processes by means of information technology, which provides a good solution for the power supply department in the aspects of daily maintenance, rapid restoration of electricity and high-quality service. The post-evaluation of camp allocation integration is to make an overall evaluation of the camp allocation project, and to provide experience and lessons for the construction of the camp allocation follow-up project. Firstly, this paper introduces the background and significance of the post-evaluation research of the integrated management project, expounds the research development of the post-evaluation of the project at home and abroad and the research status of the post-evaluation of the integrated project of the management and distribution. This paper systematically introduces the basic theory and system design of post-evaluation of management and distribution integration. Comprehensive use of document review method, comparison method, logical framework method, analytic hierarchy process (AHP) and other post-evaluation methods, from the integrated project objectives, project management process, project benefits, The post-evaluation system of integrated management and allocation project is constructed in four aspects of project sustainability. The weight of index is determined by analytic hierarchy process (AHP), and the concrete application method of integrated system of management and allocation is established. Finally, the post-evaluation of the integrated project of JM power supply bureau is carried out by using the evaluation system established earlier, combining with the relevant information of the project and the collected data, etc. It verifies the correctness of the evaluation system constructed before, points out the weak links in the process of the project, checks whether the integrated project of JM Power supply Bureau is successful or not, whether the expected goal of the project is achieved or not, and whether the project planning is reasonable or not. Whether the main benefit index of the project is realized, and what experience and lessons are gained from it. At the same time, some suggestions are put forward for similar projects in the future. Through the post-evaluation of the JM power supply bureau project, the comprehensive summary of the project can be realized, the project decision-making, the early stage, the implementation, the management level in the process of operation, the promotion of the information decision-making level, and the benefit of the information-based construction will be continuously improved. Improve the information management ability, establish the standard, system, effective information project post-evaluation work management mechanism.
