我国电动汽车产业实现科学发展问题研究

【摘要】:随着世界经济的快速发展,全球能源消耗速度不断激增,环境污染严重程度也在加剧,能源与环境问题已成为制约世界经济发展的主要瓶颈。如何应对未来的能源及环境危机,实现经济效益和环境效益的双赢,达成到2050年彻底建立低碳经济社会的目标,已成为全球的当务之急。 中国作为发展中国家,国民经济增长速度一日千里,但同时中国也是世界能源消耗大国,经济快速发展与环境持续恶化的矛盾已日益突显。在此背景下,发展电动汽车产业,将为我国汽车产业实现科学跨越式发展提供重要的战略机遇,对中国汽车产业未来是否能够可持续发展有着直接而深远的影响。 我国自“九五”、“十五”期间开始对电动汽车进行研发,核心技术亦不断进步。截止至今,已经开始向批量示范和产业化方向升级,电动汽车已不再停留在概念和实验室中。但电动汽车在产业化方面仍面临着很多发展瓶颈,中国如何根据自身的情况,制定科学的产业化路线,解决电动汽车产业实现科学发展的问题,是当前的要务之一。 我国电动汽车发展主要经历了三个基本历程,目前仍处于产业化发展初期阶段,核心技术不断升级、配套体系不断完善,逐步具备产业化的能力。但口前仍存在一些发展问题,如瓶颈技术尚未突破、生产成本居高不下、充电设施及核心部什供应配套尚未健全、标准规范不够完善、产业政策支持力度不够等,这些与消费者对电动汽车的认知程度不够、企业对新事物投资信心不足、国家的激励及调控作用未完全发挥等有重要的关系。本文基于科学发展观理念,从创新、统筹、持续发展等维度分析我国电动汽车产业实现科学发展的问题。围绕研究主体,广泛吸收己有的理论,寻找电动汽车产业发展问题研究的理论起点。根据我国当前实际情况,提出我国电动汽车产业实现科学发展的指导思想和基本原则,提出技术创新、政策驱动、统筹兼顾、绿色发展的基本思路。最后,提出我国电动汽车产业实现科学发展的主要对策,如提高消费者意识、突破瓶颈技术、加大国家政策扶持力度、完善配套设施、优化整合各方资源等。
[Abstract]:With the rapid development of the world economy, the speed of global energy consumption is increasing rapidly, and the serious degree of environmental pollution is also increasing. Energy and environmental problems have become the main bottleneck restricting the development of the world economy. How to deal with the future energy and environmental crisis, realize the win-win results of economic and environmental benefits, and achieve the goal of establishing a low-carbon economy and society thoroughly by 2050 has become the urgent task of the whole world. As a developing country, China's national economy is growing at a rapid pace, but at the same time, China is also a major energy consuming country in the world. The contradiction between rapid economic development and continuous deterioration of the environment has become increasingly prominent. In this context, the development of electric vehicle industry will provide an important strategic opportunity for China's automobile industry to achieve a scientific leap-forward development, and will have a direct and far-reaching impact on the sustainable development of China's automobile industry in the future. Since the Ninth five-year Plan and the Tenth five-year Plan period, electric vehicles have been researched and developed in our country. So far, has begun to upgrade to batch demonstration and industrialization, electric vehicles no longer remain in the concept and laboratory. However, there are still many bottlenecks in the industrialization of electric vehicles. It is one of the most important tasks for China to draw up a scientific industrialization route according to its own situation and to solve the problem of realizing the scientific development of electric vehicle industry. The development of electric vehicles in China has gone through three basic courses. At present, it is still in the initial stage of industrialization, the core technology is continuously upgraded, the matching system is constantly improved, and gradually has the ability of industrialization. However, there are still some development problems in front of the mouth, such as the bottleneck technology has not yet broken through, the production costs remain high, the supply of charging facilities and core departments has not yet been improved, the standards and norms are not perfect enough, and the support for industrial policies is insufficient, and so on. These are related to the inadequacy of consumers' cognition of electric vehicles, the lack of investment confidence of enterprises in new things, and the fact that the incentive and regulation of the state has not been fully played. Based on the concept of scientific development, this paper analyzes the scientific development of electric vehicle industry in China from the perspectives of innovation, overall planning and sustainable development. Focusing on the main body of the research, widely absorbing the existing theory, looking for the theoretical starting point of the development of electric vehicle industry. According to the present situation of our country, this paper puts forward the guiding ideology and basic principles of realizing the scientific development of the electric vehicle industry in our country, and puts forward the basic train of thought of technological innovation, policy-driven, comprehensive planning and green development. Finally, the main countermeasures to realize the scientific development of electric vehicle industry in China are put forward, such as raising consumer consciousness, breaking through bottleneck technology, increasing national policy support, perfecting supporting facilities, optimizing the integration of various resources, and so on.
