集中招标采购模式下的供应商管理机制研究

【摘要】：电力生产具有发电、输电、配电和用电瞬间完成的特点。电源建设、电网建设、城乡电网改造等主要环节均通过“采购”的电力设备实现。在整个采购过程中,供应商扮演着至关重要的角色,其生产的设备质量直接关乎电力安全、稳定运行,其供货的及时性制约着电网建设工期。电力行业有多种采购方式,如公开招标、邀请招标、竞争性谈判、询价采购、单一来源采购和应急采购等。本文以国家电网公司为实例,分析集中招标的优势,总结集中招标给国家电网公司带来的经济和社会效益,研究与集中招标采购模式具有高度适应性和匹配性的供应商管理机制,包括：通过定期开展的资质能力核实工作对供应商进行预评估；通过履约行为和产品质量情况对供应商进行履约行为评价；基于层次分析法按照企业实力、履约行为评价和年剩余生产能力三个维度建立供应商分类模型,并依据分类结果研究对应的供应商管理策略；分析电子商务在供应商管理中的重要作用；最后通过国内某大型变压器供应商对供应商管理机制进行验证。 本文的研究结果对集中招标采购模式下的供应商管理具有重要的理论及现实指导意义,可直接应用于实际工作中。其意义体现在,通过发挥集中招标优势,有效集成采购资源,降低采购成本。同时,从战略合作的高度出发,营造与供应商和谐共赢的环境,引导和促进供应商良性发展,共同提高入网设备质量,最终为社会提供安全、稳定、可靠、经济用电,践行国家电网公司—一家大型央企的社会责任。
[Abstract]:Power production has the characteristics of power generation, transmission, distribution and instantaneous completion of electricity consumption. Power supply construction, power grid construction, urban and rural power grid transformation and other main links are realized through "procurement" of power equipment. In the whole procurement process, the supplier plays an important role. The quality of the equipment produced by the supplier is directly related to the safe and stable operation of the power supply, and the timeliness of its supply restricts the construction period of the power grid. There are many kinds of procurement methods in power industry, such as open bidding, invitation bidding, competitive negotiation, inquiry procurement, single source procurement and emergency procurement. Taking the State Power Grid Company as an example, this paper analyzes the advantages of centralized bidding, and summarizes the economic and social benefits brought by centralized bidding to the State Power Grid Company. Research and centralized bidding procurement model has a high degree of adaptability and matching supplier management mechanism, including: through the regular qualification and competency verification work to carry out pre-evaluation of suppliers; Evaluate the performance behavior of suppliers through performance behavior and product quality; Based on the analytic hierarchy process (AHP), the supplier classification model is established according to the three dimensions of enterprise strength, performance behavior evaluation and annual residual production capacity, and the corresponding supplier management strategy is studied according to the classification results. The important role of electronic commerce in supplier management is analyzed. Finally, the supplier management mechanism is verified by a large transformer supplier in China. The research results of this paper have important theoretical and practical guiding significance for supplier management under the centralized bidding and procurement mode, and can be directly applied to practical work. Its significance is reflected in the effective integration of procurement resources and the reduction of procurement costs by giving full play to the advantages of centralized bidding. At the same time, from the height of strategic cooperation, we should create a harmonious and win-win environment with suppliers, guide and promote the healthy development of suppliers, jointly improve the quality of equipment entering the network, and ultimately provide safety, stability, reliability, and economic electricity consumption to the society. Practice the social responsibility of State Grid Corporation, a large central enterprise.
