M电力设计院生产员工绩效考评体系研究
[Abstract]:As the core content of human resource management, performance management is very important to improve the level of organizational management, improve the incentive mechanism and achieve the strategic objectives of the organization. Electric power industry is the most important basic energy industry in the development of our national economy, and it is the basic industry related to the national economy and people's livelihood. In the reform of the separation of main and auxiliary power in 2011, M Electric Power Design Institute left the State Grid Company and joined the newly formed China Electric Power Construction Group Co., Ltd. The separation of main and auxiliary brings open power design market and fierce market competition, and the change of situation urges the design institute to realize the transformation and upgrading development. However, the transformation and upgrading needs the support of high-quality talent team, and the establishment of a reasonable and effective performance appraisal system plays an important role in mobilizing the enthusiasm of employees, providing labor productivity and giving full play to the potential of talents. The production staff is the main force to create the benefit of the electric power design institute. How to strengthen the performance management of the production staff and improve the performance of the organization and personnel has become an important issue faced by the design institute. The purpose of this paper is to construct a new performance management system suitable for most electric power design institutes, and to provide some reference for the management and reform of electric power design institutes. This paper starts with the research of performance evaluation system of electric power design institutes at home and abroad, and then introduces the basic theory of performance management and the main methods of performance management. Through the introduction of the organization, personnel structure and the development and evolution of performance management in M Electric Power Design Institute, the existing problems of performance management are analyzed in detail. The author puts forward the dimension of performance evaluation from three aspects: work performance, work ability and work attitude, and determines the performance evaluation index by comprehensively using key performance indicators, 360 degree evaluation and other performance tools. Then the analytic hierarchy process (AHP) is used to determine the weight of the index. The framework of the performance evaluation index system of the production staff of the design institute is determined step by step. In order to ensure the smooth operation of the whole performance evaluation system and realize the integrity, systematicness and accuracy of the system, this paper makes a clear explanation of the implementation process and steps of the production staff performance evaluation system, formulates a complete performance evaluation system scheme covering the performance plan, performance implementation, performance evaluation, performance feedback, performance improvement and so on, and puts forward some suggestions and ideas for the application of the performance results. The performance evaluation system of M Electric Power Design Institute is more abundant and perfect. The performance management evaluation index system and performance management implementation scheme determined in this paper are suitable for most places and provincial design institutes. It enriches the theoretical research of performance management in power design industry, and plays a certain guiding role in the practice of performance management in power design industry. It provides an idea and method for enterprises to transform and upgrade and carry out performance-based management in the new period.
