深圳220kV水贝改造项目物资采购管理研究

【摘要】:随着社会经济的不断发展,电力企业在承担社会责任的同时实现利润最大化。电力企业有必要通过强化自身管理,降低整体成本,构建核心竞争力。其中项目物资成本占项目总成本的60%左右,如何降低物资成本成为降低企业成本的关键。本文采用文献法、调查研究法、案例分析法对项目物资采购管理进行研究。在参考大量以往关于此题材研究的文献之后,运用物资供应链管理和精益化管理理论,并结合实际工作,以水贝变电站改造项目物资采购管理为例,解决了采购的招投标管理、合同管理、履约管理、品质管理等物资采购管理流程中出现的问题。并使采购的各个环节衔接起来,从采购订单开始,检验物资、入库、发票、付款全程改进,实现物流、信息流和资金流的集成,降低采购成本,提高工作效率,减少环节中的浪费。同时建立新的物资采购管理机制和评价体系,开发新的物资管理信息系统。
[Abstract]:With the continuous development of social economy, electric power enterprises not only bear social responsibility, but also maximize profits. It is necessary for electric power enterprises to strengthen their own management, reduce the overall cost and build core competitiveness. Among them, the project material cost accounts for about 60% of the total project cost, how to reduce the material cost has become the key to reduce the enterprise cost. This paper uses the literature method, the investigation research method, the case analysis method to carry on the research to the project material purchase management. After referring to a large number of previous literature on this subject, using the theory of material supply chain management and lean management, and combining with the actual work, taking the material procurement management of Shuibei substation transformation project as an example, this paper solves the problems in the procurement management process, such as bidding management, contract management, performance management, quality management and so on. And make the procurement link up, from the purchase order, inspection of materials, warehousing, invoices, payment improvement, to achieve the integration of logistics, information flow and capital flow, reduce procurement costs, improve work efficiency, reduce waste in the link. At the same time, establish a new material procurement management mechanism and evaluation system, develop a new material management information system.
