赣州市中心城区危旧房改造房屋征收补偿分析及对策研究

【摘要】:赣州市对中心城区的危旧房实施改造的目的是为了城市发展的需要,更好的利用土地资源,改变城市面貌,实现城市更新,提升城市品位。 本文的研究主要是通过对赣州市中心城区的危旧房进行实地调查,发现现实危旧房改造存在的问题,其主要表现在房屋征收补偿的过程中,只有有效地解决了房屋征收补偿的问题,才能加快危旧房改造的步伐。根据危旧房改造的现实数据和相关信息资料,运用危旧房改造的相关理论,结合实际情况,不断总结经验,对赣州市中心城区危旧房改造房屋征收补偿出现的问题进行定量定性分析,归纳总结,得出结论,为加快危旧房改造提供政策建议。在房屋征收补偿方面主要结合赣州市中心城区危旧房改造的实际情况,运用博弈论的方法对危旧房改造房屋征收补偿过程中利益主体之间的利益问题进行博弈分析,得出研究结论。 本文重点对赣州市中心城区危旧房改造在房屋征收补偿过程中的利益主体之间的利益问题进行了主要分析,结合实际情况建立博弈模型,将利益主体之间复杂的利益关系转变成简单的数学关系,再对数学关系进行分析得出结论,提出对策建议。在房屋征收补偿过程中,通过征收人与被征收人之间的博弈分析,提供有利的政策依据,减少经济利益矛盾纠纷,加快房屋征收的步伐;有利于被征收人和征收人之间达成房屋征收补偿协议,要根据房屋征收补偿的实际效果,提高房屋征收补偿价格,,才能顺利地完成房屋征收补偿工作。 只有进一步推进赣州市中心城区危旧房改造房屋征收补偿的各项工作,解决危旧房改造房屋征收补偿工作中遇到的各种困难,才能加快赣州市中心城区危旧房改造的进程,顺利完成危旧房改造任务。
[Abstract]:The purpose of the renovation of the dangerous old houses in Ganzhou is to make better use of the land resources, change the appearance of the city, realize the renewal of the city and improve the city grade for the sake of the development of the city. The research of this paper is mainly through the field investigation of the dangerous old houses in Ganzhou City, and finds the problems existing in the reconstruction of the real dangerous old houses, which are mainly reflected in the process of house collection and compensation. Only by effectively solving the problem of housing collection and compensation, can we speed up the pace of the reconstruction of dangerous old houses. According to the actual data and relevant information materials of the reconstruction of dangerous old houses, we can use the relevant theory of the reconstruction of dangerous old houses. Combined with the actual situation and constantly summed up the experience of Ganzhou City in the city of dangerous old houses reconstruction of housing collection and compensation for the problems of quantitative qualitative analysis, summed up, draw a conclusion. In order to speed up the reconstruction of dilapidated old houses to provide policy recommendations. In this paper, the game theory is used to analyze the interests of the main bodies of interest in the process of collecting and compensating the houses for the reconstruction of old and dangerous houses, and the conclusion of the research is drawn. This paper focuses on the main analysis of the interests between the main interests in the process of house collection and compensation for the reconstruction of dilapidated old houses in the central urban area of Ganzhou City, and establishes a game model combined with the actual situation. The complex relationship between the main interests of the interests into a simple mathematical relationship, and then analysis of the mathematical relationship to draw conclusions, put forward countermeasures and suggestions in the process of housing collection and compensation. Through the game analysis between the expropriator and the expropriated person, it provides the favorable policy basis, reduces the economic interest contradiction dispute, speeds up the house collection step; It is beneficial to the house levy and compensation agreement between the expropriated person and the expropriator. According to the actual effect of the housing collection and compensation, the housing collection compensation price should be raised so as to successfully complete the housing collection and compensation work. Only to further promote the Ganzhou city center of old houses reconstruction of housing collection and compensation work, to solve the problems encountered in the collection and compensation of dangerous old houses. Only in order to speed up the process of reconstruction of dangerous old houses in the central district of Ganzhou City can we successfully complete the task of rebuilding dangerous old houses.
