关于地方财政支持“三农”发展的探讨

【摘要】："十三五"时期,是全面建成小康社会的决胜时期,也是实现农业现代化的攻坚期,必须贯彻落实创新、协调、绿色、开放和共享的发展理念,加快转变农业发展方式,大力推进现代农业建设。地方各级财政坚持把农业农村作为财政支出的优先保障领域,持续增加对农业农村的投入,建立财政支农资金投入稳定增长机制。同时,进一步创新财政支农体制机制,"三农"的政策保障由"就农言农"向"城乡统筹"转变。但是,财政支农项目及资金使用管理中还存在一些诸如项目多头管理、绩效目标不清晰、资金使用管理不完全透明等突出问题。本文系统梳理了财政支农面临的新形势、存在的问题,在此基础上,提出完善相关政策制度、推动体制机制创新、健全财政支农资金管理的长效机制等政策建议。
[Abstract]:The 13th Five-Year Plan period is a decisive period for building a well-to-do society in an all-round way, and also a critical period for realizing agricultural modernization. We must implement the development concept of innovation, coordination, green, openness and sharing, and speed up the transformation of the mode of agricultural development. To vigorously promote modern agricultural construction. Local governments at all levels insist on making agriculture and rural areas a priority area of financial expenditure, continue to increase investment in agriculture and rural areas, and establish a stable growth mechanism for the investment of financial support for agriculture. At the same time, We should further innovate the institutional mechanism of financial support for agriculture, and the policy guarantee of "agriculture, rural areas and farmers" should be changed from "on agriculture and agriculture" to "coordinating urban and rural areas". However, there are still some problems such as project long management in financial support for agriculture projects and fund use management. The paper systematically combs the new situation and the existing problems of financial support to agriculture, on the basis of which, it puts forward to perfect the relevant policy system, promote the innovation of system and mechanism, and so on, the performance goal is not clear, the fund use management is not completely transparent and so on. Sound financial support for agricultural funds management of long-term mechanism and other policy recommendations.
