财政支农支出对农村居民生活消费的影响

【摘要】：党的十八大指出解决好三农问题是全党工作重中之重，凯恩斯的边际消费倾向递减定律表明，促进消费的关键是促进低收入群体的消费需求。我国是一个农业大国，财政政策作为重要的宏观调控手段，在调整农村居民生活消费结构、引导农民消费方向等方面意义重大。本文以财政支农支出对农村居民生活消费的影响为切入点，，依托1978-2012年度的时间序列数据，运用计量经济学的理论和灰色关联理论，研究财政支农支出与农村居民生活消费之间的内在关系和联系。本文首先对财政支出对居民生活消费影响的理论机制进行了分析，并选取了基于消费者最优行为选择理论的财政支出对居民消费的影响机制作为本文研究的理论基础，其次对财政支农支出和农村居民生活消费的总体及结构现状分别进行了分析和研究，分别对其目前存在的问题进行了分析和总结。在实证分析过程中，为解决统计口径改变，确保数据的完整性及研究的准确性的问题，将研究分两个阶段进行，第一阶段（1978-2006）建立了计量经济模型，运用计量经济学的方法进行了研究分析两者之间的关系，第二阶段（2007-2012）采用了解决样本小、信息量不完全问题的灰色关联分析方法进行研究分析，两个阶段的研究得出结论农村居民人均收入是影响农村居民生活消费的重要因素和财政支农支出对农村居民生活消费结构具有调节机制。最后在实证分析结论的基础上，结合我国目前财政支农支出和农村居民生活消费存在的问题及当前的实际情况，提出了相应的政策建议：一要加大支持力度，确保财政支农支出总量，二要优化财政支农投入结构，调节农村居民生活消费结构，三要拓展增收渠道，确保农村居民收入倍增，促进农村居民生活消费，四要转变消费观念，为消费结构优化创造良好的主观条件。
[Abstract]:The 18th National Congress of the Party pointed out that it is the most important task of the whole party to solve the problems of agriculture, countryside and farmers, and Keynes's law of decreasing marginal consumption tendency shows that the key to promoting consumption is to promote the consumption demand of low-income groups.China is a large agricultural country. As an important means of macro-control, fiscal policy is of great significance in adjusting the consumption structure of rural residents and guiding the direction of farmers' consumption.Based on the time series data of 1978-2012 and the econometrics theory and grey correlation theory, this paper takes the impact of fiscal expenditure on the rural residents' living consumption as the starting point and relies on the time series data of 1978-2012.This paper studies the internal relationship and relation between the expenditure of supporting agriculture and the living consumption of rural residents.This paper firstly analyzes the theoretical mechanism of the influence of fiscal expenditure on residents' living consumption, and selects the influence mechanism of fiscal expenditure on residents' consumption based on the theory of consumer's optimal behavior choice as the theoretical basis of this paper.Secondly, the paper analyzes and studies the overall and structural status of the financial expenditure for agriculture and the living consumption of rural residents, respectively, and analyzes and summarizes the existing problems respectively.In the process of empirical analysis, in order to solve the problem of statistical caliber change, to ensure the integrity of data and the accuracy of research, the research is divided into two stages, the first stage is 1978-2006) the econometric model is established.The relationship between the two is studied and analyzed by econometrics method. The second stage (2007-2012) adopts the grey relational analysis method to solve the problem of small sample size and incomplete information.It is concluded that the per capita income of rural residents is an important factor that affects the living consumption of rural residents and that the financial support for agriculture expenditure has a regulating mechanism on the structure of rural residents' living consumption.Finally, on the basis of the conclusion of empirical analysis, combined with the problems existing in our country's current financial support for agriculture expenditure and rural residents' living consumption and the current actual situation, the corresponding policy suggestions are put forward: first, we should increase the support strength.To ensure the total amount of financial support for agriculture, second, to optimize the structure of financial support for agriculture, to adjust the structure of living and consumption of rural residents, third, to expand the channels of income increase, to ensure that the income of rural residents is doubled, to promote rural residents' living consumption, and fourth, to change the concept of consumption,To optimize the consumption structure to create good subjective conditions.
