基于财政视角的城市规划绩效评价——以天津市滨海新区为例

【摘要】：从财政视角对城市规划进行绩效评价能够判断财政投入在城市规划中的实际效用并引导财政资金的流向。本文将城市规划实施虚拟为一个项目,从项目决策、实施和绩效三个阶段构建了基于财政视角的城市规划绩效评价指标体系,并以天津市滨海新区为例开展了实证研究。研究显示,财政投入对滨海新区规划的实施起着重要的推动作用。研究表明本文提出的评价方法具有较强实用性,能够满足城市规划实施过程中财政投入绩效评价的需求。
[Abstract]:The performance evaluation of urban planning from the perspective of finance can judge the actual utility of financial investment in urban planning and guide the flow of financial funds. In this paper, the implementation of urban planning virtual as a project, from the project decision-making, implementation and performance of the three stages of urban planning performance evaluation system based on the financial perspective, and Tianjin Binhai New area as an example to carry out an empirical study. The research shows that financial input plays an important role in the implementation of Binhai New area Planning. The research shows that the evaluation method proposed in this paper has strong practicability and can meet the needs of financial investment performance evaluation in the process of urban planning implementation.
