河北省行政管理支出存在的问题及对策研究

【摘要】：改革开放以来，中国政府财政支出中行政管理支出所占的比重每年都在增加。行政管理支出规模连年增大不光使得财政的负担加重，还使得中国政府在纳税人心目中的形象遭到的破坏，与此同时，政府行政效率的也无法得到提升。行政管理支出规模增长过快，财政支出中行政管理支出所占比重不断攀升，所以财政支出中除行政管理制支出以外的费用被挪用或者挤占。对于财政支出中不可减少的费用有很大的影响，比如三农支出、医疗卫生支出、社会保障支出和教育支出等项目,这些项目经费减少直接妨碍了经济社会的均衡发展。本文主要以河北省为研究对象，通过对其行政管理支出基本情况的分析，，探寻其行政管理支出的合理规模，并研究出提升河北省行政管理支出效率的对策。本文首先阐述了文章主题的研究背景和研究意义，并通过对国内外行政管理支出的研究现状的了解和对比，对行政管理支出的研究方法和研究思路有了更深的认识，在理解和认识的过程中总结出了本文的研究方案和创新点。论文的第二、三章对行政管理支出的涵义和界定标准进行了阐述，并对河北省行政管理支出的基本理论和相关政策进行了了解。把近年来学者们对行政管理支出的内容和特点进行了总结。论文第四章对河北省行政管理支出现状和规模进行了统计分析和研究，通过对河北省行政管理支出规模的统计分析、理论和效应分析，对河北省行政管理支出的概况进行了总体的理解。文章在五章中对河北省行政管理支出的效率问题进行了探讨。通过这些，在第六章中，提出了对影响河北省行政管理支出的因素的思考，对造成行政管理支出规模增大的主要原因进行了探讨。河北省行政成本居高不下，政府资源浪费严重，行政办公硬件有奢侈化趋势，公车私用现象极为普遍，这些问题的存在，与近年来国家提出的构建资源节约型社会目标相冲突。在第七章中，本文综合考虑影响河北省行政管理支出的各种因素，对于明确政府职能、公共支出管理的改革、加强法制建设、健全监督机制等方面提出了一些建议，并提出了提升行政管理支出效率，缩减行政管理支出规模的对策和优化方法。希望能控制河北省乃至全国行政管理支出的规模，提高行政管理效率。
[Abstract]:Since the reform and opening up, the proportion of administrative expenditure in China's fiscal expenditure has increased every year. The increasing scale of administrative expenditure not only increases the financial burden, but also damages the image of the Chinese government in the eyes of taxpayers. At the same time, the administrative efficiency of the government can not be improved. The scale of administrative expenditure is increasing too fast, and the proportion of administrative expenditure in fiscal expenditure is rising constantly, so the expenditure other than administrative management expenditure has been misappropriated or taken away. It has great influence on the expenditure of agriculture, countryside, health, social security and education, which directly hinders the balanced development of economy and society. This article mainly takes Hebei Province as the research object, through the analysis to its administrative management expenditure basic situation, explores its administrative management expenditure reasonable scale, and studies the countermeasure which enhances the Hebei Province administration management expenditure efficiency. Firstly, this paper expounds the background and significance of the research on the subject of the article, and through the understanding and comparison of the current research situation of the administrative expenditure at home and abroad, it has a deeper understanding of the research methods and research ideas of the administrative expenditure. In the process of understanding and understanding, this paper summarizes the research program and innovation. In the second and third chapters, the meaning and definition standard of administrative expenditure are expounded, and the basic theory and relevant policies of administrative expenditure in Hebei Province are understood. This paper summarizes the content and characteristics of administrative expenditure in recent years. In the fourth chapter, the author makes a statistical analysis and research on the current situation and scale of administrative expenditure in Hebei Province, through the statistical analysis, theory and effect analysis on the scale of administrative expenditure in Hebei Province. The general situation of administrative expenditure in Hebei Province is generally understood. This paper discusses the efficiency of administrative expenditure in Hebei Province in five chapters. Through these, in the sixth chapter, the author puts forward the consideration of the factors that affect the administrative expenditure in Hebei Province, and probes into the main reasons for the increase of the scale of the administrative management expenditure. The administrative cost of Hebei Province is high, the government resources are wasted seriously, the hardware of administrative office has the tendency of luxury, and the phenomenon of private use of bus is very common. The existence of these problems conflicts with the goal of constructing resource-saving society put forward by the government in recent years. In the seventh chapter, this article synthetically considers the various factors that affect the administrative expenditure of Hebei Province, and puts forward some suggestions on defining the government function, reforming the public expenditure management, strengthening the legal system construction, perfecting the supervision mechanism, etc. The countermeasures and optimization methods of improving the efficiency of administrative expenditure and reducing the scale of administrative expenditure are put forward. We hope to control the scale of administrative expenditure and improve administrative efficiency.
