我国城市社区居家养老服务中的政府采购问题研究

【摘要】：随着人口老龄化速度加快，社会经济发展水平提高，我国老年人口不断增加，养老压力不断加重。家庭养老与机构养老由于自身的缺陷而无法满足我国老年人的需求，社区居家养老成为了主流模式。在这种形势下，政府采购社区居家养老服务应运而生。政府采购社区居家养老服务取得了一些成效，但是目前政府采购社区居家养老服务仍然存在许多问题。完善政府采购社区居家养老服务，，有利于老年人享受更加优质的养老服务。本文在界定政府采购社区居家养老相关概念和理论基础之后，分析了政府采购社区居家养老服务的现状，包括资金来源、运作流程等内容，在肯定其取得成效的基础上，指出了其存在的问题。最后结合国外经验针对问题提出了对策。本文分为三个部分。第一部分为第一章和第二章，说明了政府采购社区居家养老服务的背景意义，界定了相关定义和基础理论。第二部分为第三章和第四章，本部分对我国政府采购社区居家养老服务现状进行了分析，剖析存在的问题并分析了原因。第三部分为第五章和第六章，结合国内外经验针对存在的问题提出对策。
[Abstract]:With the acceleration of population aging and the improvement of social and economic development, the elderly population in China is increasing, and the pressure of old-age support is increasing. The family and institutional old-age care can not meet the needs of the elderly because of their own shortcomings, community home pension has become the mainstream mode. In this situation, the government procurement community home pension services came into being. Government procurement community home pension service has achieved some results, but at present, there are still many problems in government procurement community home pension service. Improve the government procurement community home pension services, conducive to the elderly to enjoy more quality pension services. After defining the concept and theoretical basis of the government procurement community home pension, this paper analyzes the current situation of the government procurement community home pension service, including the source of funds, operation process and so on, on the basis of affirming its effectiveness. The existing problems are pointed out. Finally, combined with the experience of foreign countries, the countermeasures are put forward. This paper is divided into three parts. The first part is the first chapter and the second chapter, explains the background meaning of the community home pension service, defines the relevant definition and the basic theory. The second part is the third and fourth chapters. This part analyzes the current situation of our government procurement community home pension service, analyzes the existing problems and analyzes the reasons. The third part is the fifth chapter and the sixth chapter, combining the domestic and foreign experience to put forward the countermeasures to the existing problems.
