【摘要】：桃江是湘中地区的一个农业大县,经过30年的改革发展,桃江的农业发展卓有成效。农业综合生产能力显著提高,农民收入不断增加,粮食和其他农产品产量大幅度增长,农产品质量安全水平不断提升。改革开放以来,桃江财政支农支出规模不断扩大,对桃江县农业和农村经济持续健康发展发挥了积极的作用。但由于长期以来,国家对农业的投入不足,农业基础设施还相对落后,再加上农业是自然风险与市场风险交织的弱质产业,给农业发展带来了很大的风险,很有必要加强对农业的支持和保护。其中政府通过财政支出对农业进行支持和保护是世界各国采取的普遍做法。财政支农是政府调控和保护农业的主要政策和措施,其投资规模、投资结构和投资效益已经引起了越来越多的社会关注。如何提高财政支持的水平,是桃江县财政支农工作中迫切需要解决的一个问题。本文通过对桃江县财政支农问题的研究,其目的在于分析财政支农资金支出的规模和结构,揭示财政支农资金支出中存在的问题,探讨公共财政支出理论框架下,提高财政支农资金支出效益的对策和办法。研究如何合理有效的使用和管理财政支农资金。更好地促进桃江农业可持续发展。
[Abstract]:Taojiang is an agricultural county in central Hunan. After 30 years of reform and development, the agricultural development of Taojiang has been fruitful. The comprehensive production capacity of agriculture has increased significantly, the income of farmers has continued to increase, the output of grain and other agricultural products has increased by a large margin, and the quality and safety level of agricultural products has been continuously improved. Since the reform and opening up, the scale of fiscal support for agriculture in Taojiang has been expanding, which has played a positive role in the sustainable and healthy development of agriculture and rural economy in Taojiang County. However, for a long time, the country has not invested enough in agriculture, and the agricultural infrastructure is still relatively backward. In addition, agriculture is a weak industry with natural risks and market risks, which brings great risks to the development of agriculture. It is necessary to strengthen the support and protection of agriculture. Among them, the government supports and protects agriculture through fiscal expenditure, which is a universal practice adopted by countries all over the world. Financial support for agriculture is the main policy and measure of the government to regulate and protect agriculture. Its investment scale, investment structure and investment benefit have attracted more and more attention of the society. How to improve the level of financial support is an urgent problem to be solved in the work of supporting agriculture in Taojiang County. The purpose of this paper is to analyze the scale and structure of financial expenditure on supporting agriculture, to reveal the existing problems in the expenditure of financial support for agriculture, and to explore the theoretical framework of public financial expenditure through the study of the financial support for agriculture in Taojiang County, the purpose of which is to analyze the scale and structure of the expenditure of financial support for agriculture.
