转型期财政项目制研究述评

【摘要】：财政项目制是目前国家向农村输入财政资源以解决农村公共品需求问题的主要方式。对主流学术界关于财政项目制的内涵及其本质、形成原因、主要特征、运作方式和结果异化等方面研究成果进行梳理,发现既有的研究主要集中关注了宏观的国家体制和国家治理层面,缺乏基于村庄视角的内在机制分析,提出财政项目制研究仍然具有"重心下沉"的空间和必要性。
[Abstract]:Financial project system is the main way for the country to input financial resources to rural areas to solve the problem of rural public goods demand. This paper reviews the main academic research achievements on the connotation and nature of financial project system, the reasons for its formation, the main characteristics, the mode of operation and the alienation of the result, and so on. It is found that the existing research focuses on the macroscopic state system and the national governance, and lacks the analysis of the internal mechanism based on the village perspective, and points out that the study of fiscal project system still has the space and necessity of "gravity sinking".
