日本财政投融资资金运用的考察

【摘要】：日本财政投融资对其经济发展起了很多作用。至今,日本的财政投融资进行过数次改革,其中最彻底的改革是2001年由小泉政府实施。改革后,邮政储蓄金和简易生命保险金不再强行加入资金运用部,财政投融资的主要资金通过发型财政投融资债从市场筹资。为了强化财政投融资的成本管理和透明度,引入成本分析法,同时也强化财政投融资运用的监督功能。本文由三个部分构成。第一章主要介绍定义,功能?特征以及实施方式探讨财政投融资的基本内容。其特征为减轻税收负担、有效开展业务、受益者承担费用;具体的实施方式有三种,分别为财政融资、产业投资和政府保证。第二章主要考察日本财政投融资的变迁,本文根据日本经济发展的轨迹,分别探讨经济复苏期、高度成长期、安定成长期以及泡沫经济后到财政投融资改革四个时期的财政投融资的情况和特征。第三章是本文的核心,主要考察日本财政投融资的资金运用,分别从资金筹集现状、贷款利率设定和使用领域研究其现状,并探讨资金运用中所存在的课题,同时也列举出于财政投融资相关的组织。此外,列举出事例考察财政投融资在处理危机时的作用。第四章是对中国的参考,探讨中国财政投融资的现状和存在的问题,深入研究日本经验找出可以借鉴之处。
[Abstract]:Japan's financial investment and financing to its economic development has played a lot of role. So far, there have been several reforms in Japan's financial investment and financing, the most radical of which was implemented by Koizumi's government in 2001. After the reform, the postal savings fund and the simple life insurance fund are no longer forced to join the fund utilization department, and the main funds of the financial investment and financing are raised from the market through the hairstyle financial investment and financing debt. In order to strengthen the cost management and transparency of financial investment and financing, the cost analysis method is introduced, and the supervisory function of financial investment and financing is also strengthened. This paper consists of three parts. The first chapter mainly introduces the definition, the function? This paper discusses the basic contents of financial investment and financing. Its characteristics are to lighten the tax burden, to carry out business effectively, and the beneficiaries to bear the expenses; there are three specific ways of implementation: financial financing, industrial investment and government guarantee. The second chapter mainly examines the changes of Japanese financial investment and financing. According to the track of Japan's economic development, this paper discusses the period of economic recovery and the period of high growth respectively. The situation and characteristics of financial investment and financing during the stable growth period and from the bubble economy to the financial investment and financing reform. The third chapter is the core of this paper, mainly investigates the use of Japanese financial investment and financing, respectively from the current situation of fund raising, loan interest rate setting and use of the current situation, and discusses the existing issues in the use of funds. At the same time also listed out of financial investment and financing related organizations. In addition, examples are given to examine the role of financial investment and financing in dealing with the crisis. The fourth chapter is the reference to China, discusses the current situation and existing problems of China's financial investment and financing, in-depth study of the experience of Japan to find out what can be used for reference.
