以新发展理念引领现代财政制度构建

【摘要】："十三五"是全面建成小康社会的决胜阶段,各项改革事业进入"攻坚期"。其中,财税体制改革承担了全面深化改革、全面建成小康社会先行军的重任。建立现代财政制度是全面深化改革总体部署中匹配国家治理现代化要求的新一轮财税体制改革目标。创新、协调、绿色、开放、共享的新发展理念作为"十三五"经济社会发展的主线,对构建现代财政制度有着重要的引领作用。因此,要积极推进新一轮财税体制改革,实现构建现代财政制度的改革目标,破解全面深化改革中的发展难题,就必须在改革中牢固树立和贯彻落实新发展理念,为推动经济社会持续、平稳、健康发展提供支撑和保障。
[Abstract]:The 13th Five-Year Plan is the decisive stage of building a well-off society in an all-round way. Among them, the reform of fiscal and taxation system undertakes the task of deepening the reform in an all-round way and building a well-off society ahead of the army in an all-round way. The establishment of modern financial system is a new round of fiscal and taxation system reform goal in the overall plan of deepening the reform in line with the requirements of the modernization of national governance. As the main line of economic and social development in the 13th Five-Year Plan, the new concept of innovation, coordination, green, openness and sharing plays an important role in guiding the construction of modern financial system. Therefore, in order to actively promote a new round of fiscal and taxation system reform, to achieve the goal of building a modern financial system, and to solve the development problems in comprehensively deepening the reform, we must firmly establish and implement the new development concept in the course of reform. To promote the economic and social sustainability, stability, and healthy development to provide support and protection.
