南疆三地州财政支出优化研究

【摘要】:南疆三地州因其特殊客观环境、落后的经济发展水平、多元化社会结构等特点已成为新疆全面、持久发展的制约短板,也是实现全疆跨越式发展的关键突破口。近几年来,中央及自治区通过财政支出对南疆三地州的社会经济发展给与大力支持,已初步形成民生、公共服务等领域合理化发展的趋势。但较低的起点和特殊主客观因素的制约力量依然存在,使得克州、喀什地区、和田地区财政支出需求得不到合理、有效的满足,部分公共事业领域发展缓慢,内生发展因素无法被调动和发挥等问题尤为凸显。 本文立足南疆三地州社会、经济、财政的发展现状,充分利用客观、真实的数据资源,深入分析该地区财政收入和财政支出现状及存在的问题,并在现有研究模型基础上分别对克州、喀什地区、和田地区最优财政支出规模作出测算。进一步,深入分析三地州财政支出结构以评价具体财政支出安排的效果。分析结果显示,,南疆三地州财政收支差额大,财政支出规模和结构无法有效满足当地公共事业发展的需求,其主要原因是南疆三地州社会经济发展面临特殊的成本问题。因此,本文在综合考虑自然、经济、社会三方面主要影响因素的基础上测算出全疆11各地州公共事业发展成本差异系数,由此给南疆三地州财政支出优化方式提供了依据。 最后,在上述定性、定量分析的基础上本文对制约南疆三地州财政支出作用的因素做出了系统分析,并依此提出改进和优化的政策建议,希望能给南疆三地州的全面发展出一份力。
[Abstract]:Because of its special objective environment, backward economic development level and pluralistic social structure, the three prefectures of southern Xinjiang have become the restriction of Xinjiang's overall and lasting development, and are also the key breakthrough to realize the leap-forward development of the whole Xinjiang. In recent years, the central government and the autonomous region have given strong support to the social and economic development of the three states in southern Xinjiang through financial expenditure, and have initially formed a trend of rationalization in the areas of people's livelihood and public services. However, the lower starting point and the restrictive force of special subjective and objective factors still exist, which makes the fiscal expenditure demand in Keshou, Kashgar and Hotan regions not reasonably and effectively satisfied, and some public utilities areas develop slowly. Endogenous development factors can not be mobilized and play the problem is particularly prominent. Based on the status quo of social, economic and financial development in the three states of southern Xinjiang, this paper makes full use of objective and real data resources, and analyzes the current situation and problems of fiscal revenue and expenditure in this area. On the basis of existing research models, the optimal scale of fiscal expenditure in Keshou, Kashgar and Hotan regions is calculated. Furthermore, the structure of fiscal expenditure in the three states is analyzed in order to evaluate the effect of the specific fiscal expenditure arrangement. The results show that the fiscal balance of the three states in southern Xinjiang is large, and the scale and structure of fiscal expenditure can not meet the needs of the development of local public utilities effectively. The main reason is that the social and economic development of the three states in southern Xinjiang is faced with special cost problems. Therefore, on the basis of synthetically considering the main factors of nature, economy and society, this paper calculates the cost difference coefficient of the development of public utilities in 11 states of Xinjiang, which provides the basis for the optimization of fiscal expenditure in the three states of southern Xinjiang. Finally, on the basis of the above qualitative and quantitative analysis, this paper makes a systematic analysis of the factors restricting the function of fiscal expenditure in the three states of southern Xinjiang, and then puts forward some policy suggestions for improvement and optimization. I hope to give the three states of southern Xinjiang a comprehensive development of a force.
