甘肃省三北防护林工程投融资问题研究

【摘要】：三北防护林体系建设工程始建于1978年,是党中央、国务院批准立项实施的全国最早的林业重点生态工程,是林业生态建设的一面旗帜,是世界生态工程之最,被世人誉为二十世纪最具影响的重点建设项目。2003年获得世界“最大的植树造林工程”吉尼斯证书,邓小平同志曾亲笔题词“绿色长城”。工程建设范围406.8万平方公里,包括西北、华北、东北14个省(区、直辖市)590个县(旗、市、区),分三个阶段八期进行建设,建设期限73年,至2050年结束。甘肃省三北防护林工程自1978年启动实施,已经相继完成了一、二、三、四期工程各项建设任务,取得了阶段性成果。通过工程实施,我省三北地区生态环境逐渐向好,取得了明显成效。但是,由于长期受计划经济体制的束缚与制约,目前甘肃省三北防护林工程投融资体制难以适应经济社会可持续发展对林业生态建设的需要,存在着诸多问题和不足,急需进行研究,查找问题根源,破解发展的难题。本文结合我省三北防护林工程建设历程回顾及投融资现状,对甘肃省三北防护林工程投融资问题进行了认真系统的总结分析,提出了改进投融资问题的设想,同时,积极借鉴国内外优秀经验提出了相关保障措施和对策建议,并对未来我省三北防护林工程投融资体系进行了小结与展望。
[Abstract]:The Sanbei Shelterbelt system Construction Project, which was established in 1978, is the earliest key forestry ecological project in China approved by the CPC Central Committee and the State Council. It is a banner of forestry ecological construction and the most important ecological project in the world. It is regarded as the most influential key construction project in the 20th century. In 2003, it obtained the Guinness Certificate of "the largest Afforestation Project" in the world, and Comrade Deng Xiaoping wrote the inscription "Green the Great Wall". The project covers an area of 4.068 million square kilometers, including 590 counties (banners, cities and districts) in 14 provinces (autonomous regions, municipalities directly under the Central Government) in Northwest, North China and Northeast China, with a construction period of 73 years to the end of 2050. The Sanbei Protective Forest Project in Gansu Province has been implemented since 1978, and has completed the construction tasks of the first, second, third and fourth phases one after another, and has achieved the periodic results. Through the implementation of the project, the ecological environment in the three northern regions of our province gradually improved and achieved obvious results. However, because of the restraint and restriction of planned economy system for a long time, it is difficult for the investment and financing system of Sanbei shelterbelt project in Gansu Province to meet the needs of the sustainable development of economy and society for forestry ecological construction, and there are many problems and shortcomings. Urgent need for research, to find the root of the problem, solve the development of the problem. Based on the retrospect of the construction process and the present situation of investment and financing of the three north shelterbelts in Gansu Province, this paper makes a serious and systematic summary and analysis of the investment and financing problems of the three northern shelterbelts in Gansu Province, and puts forward some ideas for improving the investment and financing problems, at the same time, This paper puts forward the relevant safeguard measures and countermeasures for reference from the excellent experience at home and abroad, and summarizes and prospects the investment and financing system of the three northern shelterbelt projects in our province in the future.
